This book investigates the mechanisms that may stimulate or hamper the renewal of the regional industry structure. Recent years have witnessed a strong interest in, and need for, the modernization and upgrading of existing industries and the introduction of new industries. Informed by the evolutionary perspective this book argues that innovations within existing industry paths and the creation of new industries are strongly rooted in the established economic practice. Historically developed skills, existing industrial structure and regional and extra-regional networks form the basis for future regional growth. This volume consists of 11 chapters studying different aspects of regional industrial path development illustrated with cases from Norway, Sweden and Spain. The book also look into the role of policy for regional economic renewal, and argues that economic renewal is fostered by policies that incorporate both actor-based and system-based elements. Such policy mix will provide a vital push towards renewal and new path development. The chapters were originally published as a special issue in European Planning Studies.

In recent years, economic geographers have seized on the concepts of 'path dependence' and 'lock-in' as key ingredients in constructing an evolutionary approach to their subject. However, they have tended to invoke these notions without proper examination of the ongoing discussion and debate devoted to them within evolutionary economics and elsewhere. Our aim in this paper, therefore, is, first, to highlight some of the unresolved issues that surround these concepts, and, second, to explore their usefulness for understanding the evolution of the economic landscape and the process of regional development. We argue that in many important aspects, path dependence and 'lock-in' are place-dependent processes, and as such require geographical explanation. However, the precise meaning of regional 'lock-in', we contend, is unclear, and little is known about why it is that some regional economies become locked into development paths that lose dynamism, whilst other regional economies seem able to avoid this danger and in effect are able to 'reinvent' themselves through successive new paths or phases of development. The issue of regional path creation is thus equally important, but has been rarely discussed. We conclude that whilst path dependence is an important feature of the economic landscape, the concept requires further elaboration if it is to function as a core notion in an evolutionary economic geography.

Regional science, as an integrating discipline for many scientific analyses concerning the element of space, has a remarkable record of achievements in both breadth and depth. The great many scientific journals in this field and the large number of regional science books mirror the appeal of this discipline, in both the developed and the developing world. The scientific organization in this area, the Regional Science Association International, is organizing a world conference every four years. The 1989 Regional Science World Conference was held in an interesting setting, viz. kibbutz Ramat Rachel on the outskirts of Jerusalem. The organization of this meeting was undertaken by the Israeli Section of the Regional Science Association, under the supervision of Professor Rafi Bar-EI (Development Study Center, Rehovoth). The meeting turned out to be a great success and provided an extremely interesting cross-section of new developments in the area of regional science. It was decided afterward to publish a set of representative papers from this meeting in one volume. The present book brings together these papers, which were duly selected after a careful screening and refereeing process. The editors wish to thank all referees for their willingness to assist them in the task of producing this volume.
