The Joint Winter Runway Friction Measurement Program was created in 1996 to undertake a five-year initiative to study winter runway friction measurements. This report reviews the history of the Program and its activities in friction research, field tests of friction measurement methods & aircraft braking performance, and development of the Canadian & International Runway Friction Indexes. The last section outlines future goals and challenges to implementation of a world-wide standard runway friction index.

Some background information is given together with the scope and objectives of a 5-year, Joint Winter Runway Friction Measurement Program between the National Aeronautics & Space Adminstration (NASA), Transport Canada (TC), and the Federal Aviation Administration (FAA). The primary objective of this effort is to perform instrumental aircraft and ground vehicle tests aimed at identifying a common number that all the different ground vehicle devices would report. This number, denoted the International Runway Friction Index (IRFI), will be related to all types of aircraft stopping performance. The range of test equipment, the test sites, test results and accomplishments, the extent of the substantial friction database compiled, and future test plans will be described. Several related studies have also been implemented including the effects of contaminant type on aircraft impingement drag, and the effectiveness of various runway and aircraft de-icing chemical types, and application rates.

This report updates the research & data collection carried out in the Joint Winter Runway Friction Measurement Program up through the seventh year of the program. Objectives of the program include compilation of a database containing all test data available from ground vehicles & aircraft that participated in the winter & summer runway friction measurement projects, and using the data to determine a harmonized runway friction index, the International Runway Friction Index (IRFI). The report includes a review of the instrumented test aircraft and ground friction measuring vehicles tested, tester activities by year & site, index development options considered, essential elements of the statistical harmonization method for the IRFI, results of measurement reproducibility tests, and IRFI correlation constants on a year-to-year basis.
