Secondly, certainly there are questions about eliminating those tax preferences and the whole tax question as it applies to the pro posal, and I know that the President's proposal has been modified now to eliminate the tax preferences over a phase-in of 10 years. As I understand it, however, there are others, particularly support ers of the bipartisan Cooper proposal as well as some within my own party ranks that are purists on the subject of managed com petition who want to eliminate those tax preferences.
