A study was conducted to compile the state statutes and judicial decisions pertaining to the regulation of outdoor advertising along highways. Paper 1: Problems and questions of general interest to 16 states that have entered into agreement on roadside advertising control with the Federal Highway Administrator are discussed. Paper 2: A review is presented of the highway advertising control legislation adopted by states in response to federal urging. Paper 3: Maryland was the first state to enter into an agreement with the federal government relating to outdoor advertising and the bonus payment. The mechanics of the agreement are discussed and the agreement itself is presented in an appendix. Paper 4: Novel and significant questions of substantative law and evidence are presented by cases involving judicial review of the constitutionality of laws regulating outdoor advertising along the national system of interstate and defense highways.
