National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. After four decades of relative stability in national security strategy, American behavior has been erratic in search of a new and sustainable role on the world stage. Rather than facing an ideologically driven great power alliance, the new threat appears to be emanating from failed or failing states. And rather than preparing to deter, and if necessary, defeat, a military super power the United States has entered into long, costly, and uncertain nation building efforts that are falling out of favor with the American public facing a deep recession. Nation building efforts in Iraq and Afghanistan have exposed an imbalance in the capabilities of the departments and agencies and an inability to achieve a unity of effort, a whole of government effort. High level commissions recommend a reallocation of resources to achieve a new balance in the instruments of power and major reorganizations to affect a better orchestration of the instruments. Others are completely redefining national security. Traditionally, threats to national security were military problems with military solutions. What were considered issues of foreign policy -- including pandemics and environmental degradation -- are increasingly cast as national security matters. They are not military problems with military solutions. A national security strategy aligns ends, ways, and means. Finding a new alignment must take place in an environment of a deep and wide recession, partisan gridlock, and uncertainty about the very meaning of national security. This book presents the reader with the information necessary to engage in an informed debate on national security strategy and the system that supports it.

SEABEES: NATIONAL INSTRUMENT OF POWER PROJECTION (2013) INTRODUCTION: INTRODUCTION The Seabees of the United States Navy were born in the dark days following Pearl Harbor when the task of building victory from defeat seemed almost insurmountable. The Seabees were created in answer to a crucial demand for builders who could fight. Using sailors to build shore-based facilities; however, was not a new idea. Ancient Egyptians, Phoenicians, Greeks, and Romans did it. In more recent times, from the earliest days ofthe United States Navy, sailors who were handy with tools occasionally did minor construction chores at land bases. After the 7 December 1941 Japanese attack on Pearl Harbor and the United States entry into the war, the use of civilian labor in war zones became impractical. Under international law civilians were not permitted to resist enemy military attack. Resistance meant summary execution as guerrillas. The need for a militarized Naval Construction Force to build advance bases in the war zone was self-evident. Therefore, Rear Admiral Ben Moreell determined to activate, organize, and man Navy construction units. On 28 December 1941, he requested specific authority to carry out this decision, and on 5 January 1942, he gained authority from the Bureau of Navigation to recruit men from the construction trades for assignment to a Naval Construction Regiment composed of three Naval Construction Battalions. This is the actual beginning of the renowned Seabees, who obtained their designation from the initial letters of Construction Battalion. Admiral Moreell personally furnished them with their official motto: Construimus, Batuimus -- "We Build, We Fight."

The interaction of sustainability governance and global value chains has crucial implications the world over. When it comes to sustainability the last decade has witnessed the birth of hybrid forms of governance where business, civil society and public actors interact at different levels, leading to a focus on concepts of legitimacy within multi-stakeholder initiatives (MSIs). Based in over 15 years of theoretical engagement and field research, Business, Power and Sustainability draws from both labour-intensive value chains, such as in the agro-food sector (coffee, wine, fish, biofuels, palm oil), and from capital-intensive value chains such as in shipping and aviation, to discuss how sustainability governance can be best designed, managed and institutionalized in today's world of global value chains (GVCs). Examining current theoretical and analytical efforts aimed at including sustainability issues in GVC governance theory, it expands on recent work examining GVC upgrading by introducing the concept of environmental upgrading; and through new conceptions of orchestration, it provides suggestions for how governments and international organizations can best facilitate the achievement of sustainability goals.
