The U.S. Marine Corps concept for the projection of naval power ashore is Operational Maneuver From the Sea (OMFTS). OMFTS calls for movement of Marines from ships at sea directly to objectives deep inland without requiring a pause to build up combat power on the beach. Support for ground forces is expected to come from the sea, and be delivered primarily by air. This demands that sea based logistics assets remain sufficiently close to shore to allow air assets to conduct resupply operations directly to the battlefield. The implication of this is that Navy ships may sacrifice operational and perhaps tactical mobility while sustaining the Marine operation. This thesis determines the distance from the coastline sea based Combat Service Support (CSS) assets will be able to maintain and still support operations of a given magnitude, and how tactically constrained Navy ships will be in order to support this concept of expeditionary warfare. It focuses on the time distance weight/volume relationships involved, and takes into account characteristics of the resupply assets, such as aircraft availability, capacity, method of employment, and the effects of combat attrition. Three methods of employing a Marine Expeditionary Unit are studied, ranging from a traditional force mix to the use of small infestation teams. The analysis shows that the available CSS assets will not support a traditional ground force mix at the distances envisioned, but will Support the use of small teams. To fully realize OMFTS and still allow ships to maintain the desired standoff from shore will require a shift to more lethal Marine forces with much smaller logistical demands. Until such a force is feasible, the Navy should plan on providing support to Marines from close to shore. s and mission requirements.

The objective of this thesis is to introduce the current methods of supporting the MEU and to provide recommendations for improvements. It focuses on the support organizations, Traffic Management Office (TMO), Deployed Support Unit (DSU), MEU Service Support Group (MSSG), Preservation, Packing, Packaging (PP&P), and the expeditor concept. The thesis also examines the existing technology in the Global Transportation Network (GTN) using In- Transit Visibility (ITV) to track shipments.

From the Sea', provided the foundation for a new concept in amphibious warfare operations known as Operational Maneuver From the Sea (Capitalizing on major and anticipated technological advances in amphibious shipping, ship-to-objective delivery vehicles, and command, control, communications, computers and intelligence (systems, the concept emphasizes mobility and maneuver in the projection of combat power ashore. Although no other navy can match the array of (amphibious) ships, personnel and techniques of the U.S. some other significant forces exist, and are resident in our allies and future coalition partners. As a global power with worldwide interests, the United States has for decades been involved in bilateral and multinational naval activities at sea through combined exercises and peacetime fleet interactions, participation in formal standing and 'on-call'. forces, and involvement with other navies in crisis response or wartime operations. However, with regard to the latter two activities, the 'technological edge' engendered by our emerging capabilities and evolving doctrine has the potential of jeopardizing future combined amphibious operations. Unless addressed, the attempted integration of old and new doctrines, preparatory to an actual combined hostile operation, will readily reveal the dichotomy of 'unwilling' versus 'unable'. This technological divergence may inspire OUR FUTURE COALITION PARTNERS to attempt to go it alone, something we can ill-afford, politically or economically, now or in the future.

Under the auspices of OMFTS, the Osprey tilt-rotor aircraft (MV-22), Landing Craft Air Cushion (LCAC), and Advanced Amphibious Assault Vehicle (AAAV) promise to provide a decisive power projection capability for future Commanders-In-Chiefs and Joint Force Commanders. However, as many warfighters will attest, getting to the objective is only half the battle. The complex, critically substantial, task of sustaining rapidly maneuvering combat forces ashore will determine the success of future missions. This paper will analyze the Marine Corps' future warfighting concepts of OMFTS and STOM. As the speed and range of operational maneuver increases exponentially with the introduction of new technology, these concepts will reincarnate previously learned lessons of airborne sustainment and expose their critical vulnerability-an over-reliance on aviation. The time is now to seriously consider the boundaries of OMFTS and STOM in relation to space, force and time.

The Marine Corps has embraced the concepts of Operational Maneuver From The Sea (OMFTS) and Ship-to-Objective Maneuver (STOM) as the next progression in the evolution of amphibious warfare. These related concepts envision harnessing emerging technologies to allow the projection of naval power ashore faster and from greater distances than in the past. Additionally, both concepts identify the ability to conduct sea-based logistics (SBL) as a key requirement for successful implementation. Sea-based logistics involves executing a wide range of logistical functions from a sea-base rather than from sites traditionally established ashore. Acknowledged enhancements are required to realize a complete SBL capability; however, the ability to provide some measure of sea-based sustainment exists today. This thesis models the sea-based sustainment of Marine Expeditionary Unit (Special Operations Capable) (MEU(SOC)) forces deployed from Amphibious Ready Group (ARG) ships. Missions are developed for analysis; each is coupled with an appropriate force package of personnel and equipment density. Sustainment requirements and available transportation capacities are then determined and compared for each mission. This comparison along with several excursions provides insight into the nature of sea-based sustainment feasibility. It also gauges potential limitations for sea-based sustainment.
