In order to provide a framework for considering the military's role in low intensity conflict, the authors explain its meaning and components : peacekeeping, insurgency/counterinsurgency, combatting terrorism, and peacetime contingency operations. The authors conclude that: a) US determination to deter nuclear and conventional war has driven our adversaries consciously to turn to political violence to advance their political objectives; b) the strategic consequences of the unchecked low intensity conflict threat present the danger that a series of reversals will gradually isolate the US and its allies from the Third World and from each other; c) the oftentimes vague and diverse challenges of low intensity conflict are heightened by misconceptions of whether the US is at war or at peace; d) meeting the challenges requires an institutionalized understanding that moves away from thinking and acting in a manner appropriate to more traditional forms of conflict; and e) winning low intensity conflicts requires a continuing, long-term, national strategy that provides a comprehensive plan for all US military and civilian agencies.

"This report is a research byproduct that documents the Front End Analysis for development of the Brigade-Battle Staff Training System (BDE-BSTS). BDE-BSTS, a set of functional area training packages for brigade level staff officers, is a combination of text and computer based instruction (CBI). Sponsored by the Defense Advanced Research Projects Agency (DARPA), the BDE-BSTS was developed for use by the U.S. Army National Guard (ARNG). The prototype BSTS comprised 13 courses for training brigade staff officers in individual functional areas and those tasks required to prepare staffs for collective battle staff tasks. The BSTS program, sponsored under the DARPA program umbrella of Simulation in Training for Advanced Readiness (SIMITAR), is coordinated with three other programs: Simulation Based Mounted Brigade Training Program (SIMBART), Simulation Based Multiechelon Training for Armor Units (SlMTA), and Combat Service Support (CSS) Training System Development for the National Guard."--DTIC.

This manual establishes Army and Air Force guidance for planning, coordinating, and executing operations in low intensity conflict (LIC). It provides direction to Army and Air Force commanders and staffs charged with duties related to these operations. This manual applies to all Army and Air Force units participating in joint and combined operations in LIC. Foreign governments receiving security assistance from the U.S. may also use it with appropriate modification. The proponents of this publication are the U.S. Army Training and Doctrine Command (TRADOC) and the U.S. Air Force Plans Directorate.
