To satisfy the requirements of section 3141 of the National Defense Authorization Act for Fiscal Year 2003, DOD and DOE have established an annual assessment process that reaches conclusions and makes judgments about the U.S. nuclear stockpile and, in particular, whether it is necessary to conduct an underground nuclear test to resolve any questions about a particular weapon type. The annual assessment process takes about 14 months to complete during which time the nuclear weapons community collaborates on technical issues affecting the safety, reliability, performance, and military effectiveness of the stockpile and produces seven different types of reports. The annual assessment process culminates in the Report on Stockpile Assessments prepared by the NWC, which includes an executive summary, a joint letter signed by the Secretaries of Energy and Defense, and unaltered copies of the weapons laboratory director reports and the Commander of USSTRATCOM report.

Maintaining the capabilities of the nuclear weapons stockpile and performing the annual assessment for the stockpile's certification involves a wide range of processes, technologies, and expertise. An important and valuable framework helping to link those components is the quantification of margins and uncertainties (QMU) methodology. In this book, the National Research Council evaluates: how the national security labs were using QMU, including any significant differences among the three labs its use in the annual assessment whether the applications of QMU to assess the proposed reliable replacement warhead (RRW) could reduce the likelihood of resuming underground nuclear testing This book presents an assessment of each of these issues and includes findings and recommendations to help guide laboratory and NNSA implementation and development of the QMU framework. In 1992, the United States began a unilateral moratorium on the testing of nuclear weapons. To compensate for the lack of testing, the Department of Energy's National Nuclear Security Administration (NNSA) developed the Stockpile Stewardship Program to assess and certify the safety and reliability of the nation's nuclear stockpile without nuclear testing. In 2001, NNSA's weapons laboratories began developing what is intended to be a common framework for a new methodology for assessing and certifying the safety and reliability of the nuclear stockpile without nuclear testing. In response to changes in the international climate in the late 1980s, the Department of Energy's (DOE) Office of Defense Programs altered its mission. Instead of designing, testing, and building new nuclear weapons, the Office's current mission-known as the Stockpile Stewardship Program-is to maintain the safety and reliability of the nation's nuclear weapons stockpile indefinitely without nuclear testing. The Office now performs this mission as part of the National Nuclear Security Administration (NNSA), a semiautonomous agency within DOE. Because the nation's existing nuclear weapons are anticipated to remain in the stockpile well beyond the expected life of their original design, one of the Office's key tasks will be to refurbish each of the nine weapon types through a comprehensive stockpile life extension program. To accomplish this task, the Office of Defense Programs will have to (1) determine which components will need refurbishing to extend each weapon's life; (2) design and produce the necessary refurbished components; (3) install the components in the weapons; and (4) certify that the changes do not adversely affect the safety and reliability of the stockpile. This program will require a coordinated effort among the design laboratories and production facilities that comprise the nation's nuclear weapons complex.

NNSA is responsible for ensuring the performance, safety, and reliability of the nation’s nuclear stockpile without nuclear explosive testing. Subcritical experiments are used to support NNSA’s assessments. NNSA conducts these experiments at the U1a underground facility at the Nevada National Security Site. This allows NNSA to obtain experimental data on plutonium and high explosives together without a nuclear explosion—hence, the experiments remain subcritical. In 2014, NNSA identified the need for new data from these experiments and established the ECSE program to provide such data. GAO’s report (1) describes the objective of the program and (2) examines the risks that NNSA has identified to completing the program and the extent to which NNSA has used appropriate program management processes to manage these risks. GAO is recommending that NNSA ensure adoption of additional management processes to improve risk management of the Zeus ECSE program elements.
