In 2000, the Alaska Department of Fish and Game (ADF&G) implemented a test fishery to assess the marine abundance of sockeye salmon Oncorhynchus nerka at Bear River following commercial salmon fishery closures. The data collected from this program assists management staff with making commercial fishery management decisions regarding the sockeye salmon run to Bear River. In 2017, the department began to implement a cost recovery fishery in order to raise revenue to support weir and office operations for the management of the Northern District fisheries. This report outlines the goals and methods of the department's test fishery, the goals and methods of the cost recovery fishery, and provides commercial salmon fishermen and buyers on the North Alaska Peninsula information and guidelines that will be used for the test and cost recovery fisheries during 2020 and 2021.

This document provides commercial salmon fishers and buyers on the South Alaska Peninsula with information and guidelines that will be used to conduct the Shumagin Islands immature salmon test fishery during 2019, 2020, and 2021. The presence of immature salmon in South Alaska Peninsula waters has warranted restrictions to commercial salmon fishing in some years. In 1990, a test-fishing program was instituted by the Alaska Department of Fish and Game in the Shumagin Islands to determine the presence and abundance of immature salmon in South Alaska Peninsula waters prior to commercial salmon fishing periods in July. In 1998, the Alaska Board of Fisheries adopted regulations in the Post-June Management Plan (5 AAC 09.366(i)), mandating that the test fishery be conducted to assist management staff with making commercial fishery management decisions. The Shumagin Islands test fishery will be operated beginning July 2 with one purse seine vessel making a minimum of six sets per day. The objective of the test fishery is to assess the marine abundance of immature salmon in the vicinity of the Shumagin Islands. Test fishing will be conducted prior to the first July commercial purse seine fishing period in the Shumagin Islands. Additional test fishing may be required if the abundance of immature salmon harvested during the commercial fishery is above the regulatory threshold.

The purpose of this document is to provide commercial salmon fishermen and buyers with information and guidelines used by the Alaska Department of Fish and Game to manage the commercial salmon fisheries of the North Alaska Peninsula during 2021. The 2021 projected North Alaska Peninsula salmon harvest is 2,213,000 fish, composed of 3,000 Chinook salmon Oncorhynchus tshawytscha, 2,000,000 sockeye salmon O. nerka, 60,000 coho salmon O. kisutch, 50,000 pink salmon O. gorbuscha, and 100,000 chum salmon O. keta. The bulk of the salmon harvest is projected to occur in the Northern District between the Nelson Lagoon and Outer Port Heiden Sections. The predominant gear types used in the North Alaska Peninsula are drift and set gillnets, although purse seine is a legal gear type in some areas. In 2021, salmon enumeration weirs on the Nelson, Bear, Sandy, and Ilnik Rivers will be used to facilitate inseason escapement assessment and management.

In the Alaska Peninsula Management Area (Area M), weirs are a primary mode of enumeration for sockeye salmon Oncorhynchus nerka escapements into some area streams. Annually, the Alaska Department of Fish and Game (ADF&G) samples adult sockeye salmon escapements at the Nelson, Bear, Sandy, Ilnik, and Orzinski rivers, and McLees Lake for age, sex, and length (ASL) data. Out-migrating juvenile sockeye salmon (smolt) are also sampled for age, weight, and length (AWL) at Nelson, Bear, and Orzinski river weirs. The biological information collected from salmon escapements provide the foundation for preseason run forecasts, escapement goal evaluation, and accurate assignment of the run to stock-of-origin (run reconstruction) to some Alaska Peninsula systems. The use of this data assists with long-term management of sockeye salmon stocks while daily monitoring of the sockeye salmon escapements helps ensure that escapement goals are met. Operation guidelines for the six Area M ADF&G weir camps are presented, including weir installation instructions, salmon enumeration and sampling procedures, and general camp policies.

The Chilkoot Lake sockeye salmon (Oncorhynchus nerka) run, which spawns near Haines, is one of the largest in Southeast Alaska and contributes substantially to harvests in the District 15 commercial drift gillnet fishery in Lynn Canal. This operational plan outlines objectives, methods, and timelines for conducting sockeye salmon stock assessment designed to (1) estimate annual escapement and harvest, (2) provide information for inseason fishery management, and (3) reconstruct runs and assess stock status. The Chilkoot Lake run is managed for a biological escapement goal of 38,000–86,000 fish, which is enumerated through a standard picket weir located just downstream of the lake outlet. Weir counts of sockeye salmon are compared to weekly escapement targets to determine inseason run strength. Genetic mixed stock analysis of weekly sockeye salmon harvests in the District 15 commercial drift gillnet fishery provides stock composition estimates that also guide inseason management of the fishery. Biological sampling, along with escapement enumeration and stock-specific harvest data, allows for total run reconstruction required for escapement goal review.

This operational plan describes the procedures for the sockeye salmon Oncorhynchus nerka smolt sampling project conducted by the Alaska Department of Fish and Game (ADF&G) in the Chignik River system.
