This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. Deconstructing “Ideal Power Europe”: The EU and Arab Change criticizes the dominant discourse on European foreign policy, which represents the EU as a force for good in world politics. Using a poststructuralist approach, it deconstructs the EU’s representation as “an ideal power” through an analysis of European foreign policy on the Southern Mediterranean before and after the Arab uprisings. In this endeavor, it displaces three major discourses which construct the EU as “ideal”: the “postmodern and post-sovereign EU”, “the EU as a model/a virtuous example”, and, “the EU as a normative power” discourses. The major argument of the book is that the “ideal power Europe” meta-narrative is especially produced and reproduced in the EU’s approach towards the Southern Mediterranean, and, it manifests itself through the rhetoric of “responsibility” and “universality” in the aftermath of the Arab uprisings. The book also provides an analysis of how the “ideal power Europe” meta-narrative feeds into and legitimizes European governmentality in the world, in general, and, in the case of the Southern Mediterranean after the Arab uprisings, in particular. Arguing that the depiction of the EU as postmodern/post-sovereign, as a model/an exemplar, and as a normative power pertains to the representation of a “regulatory ideal”, it elucidates how the EU pursues hegemonic practices in the Southern Mediterranean. It further manifests how the EU’s governmentality is marked by a securitized, depoliticizing, and technocratic approach which feeds into and gets legitimized by the dominant discourse on European foreign policy; reproducing the EU’s “ideal” identity vis-à-vis its “imperfect” Arab other.

By shedding light on EULEX - the EU mission to Kosovo – this open access book investigates the EU’s peacebuilding activities in that country, in the light of the normative power theory in the post-conflict setting and peacebuilding theory. Ten years after the massive engagement of the EU in the country torn by war, the authors critically assess the effects of the EU projecting its normative power – the enforcement of its standards, ‘good’ or ‘bad’ – through the EULEX mission, taking into consideration also the local aspects, so far neglected in this field of research. Inspecting thoroughly the EULEX activities in the police, customs and judiciary sector, the authors reveal that the mission can contribute to a positive change, but only in those cases which do not request a heavy political involvement and broad leverage by other international players (for example in improving standards of work in police and customs). When it comes to the most serious cases of organized crime, corruption and war crimes, EULEX, however, has not been able to address them effectively due to several internal mission’s deficiencies and external factors; the perceived ineffectiveness of EULEX among the local population led to the lowering of trust not only in this CSDP mission, but also in the EU in general. This open access book offers a comprehensive assessment of the EULEX mission, based on two Horizon2020 research projects: IECEU - Improving the Effectiveness of Capabilities in EU Conflict Prevention, and KOSNORTH – The European Union and its Normative Power in a Post-conflict Society: A Case Study of Northern Kosovo (Marie Sklodowska-Curie Individual Fellowship). This interdisciplinary work presents a conceptual framework and brings together constructivist and rationalist accounts of how EU norms are adopted, adapted, resisted or rejected. These chapters provide empirical cases and critical analysis of a rich variety of norm-takers from EU member states, European and non-European states, including the rejection of EU norms in Russia and Africa as well as adaptation of EU practices in Australia and New Zealand. Chapters on China, ASEAN and the Czech Republic demonstrate resistance to EU norm export. This volume probes differences in willingness to adopt or adapt norms between various actors in the recipient state and explores such questions as: How do norm-takers perceive of the EU and its norms? Is there a ‘normative fit’ between EU norms and the local normative context? Similarly, how do EU norms impact recipients’ interests and institutional arrangements? First, the authors map EU norm export strategies and approaches as they affect norm-takers. Second, the chapters recognize that norm adoption, adaption, resistance or rejection is a product of interaction and a relationship in which interdependence, asymmetry and power play a role. Third, we see that domestic circumstances within norm-takers condition the reception of norms. This book’s focus on norm-takers highlights the reflexive nature of norm diffusion and that nature has implications for the EU itself as a norm exporter.
