This book presents physical models, backed by experimental results, explaining the behavior of living matter in relation to electromagnetic (EM) fields ranging from quasi-stationary state to optical range. The ability of very low frequency EM fields to cure diseases (e.g. respiratory infection) is addressed. A broad region of the electromagnetic spectrum long assumed to have no influence on living systems under natural conditions has been critically re-examinjld over the past decade. This spectral region extends from the superhigh radio frequencies, through de creasing frequencies, to and including essentially static electric and magnetic fields. The author of this monograph, A. S. Presman, has reviewed not only the extensive Russian literatur!;"l, but also al most equally comprehensively the non-Russian literature, dealing with biological influences of these fields. Treated also is literature shedding some light on possible theoretical foundations for these phenomena. A substantial, rapidly increaSing number of studies in many laboratories and countries has now clearly established bio logical influences which are independent of the theoretically pre dictable, simple thermal effects. Indeed many of the effects are produced by field strengths very close to those within the natural environment. The author has, even more importantly, set forth a novel, imaginative general hypothesis in which it is postulated that such electromagnetic fields normally serve as conveyors of information from the environment to the organism, within the organism, and among organisms. He postulates that in the course of evolution or ganisms have come to employ these fields in conjunction with the well-known sensory, nervous, and endocrine systems in effecting coordination and integration.

Ever since the early 1940's, electromagnetic energy in the nonionizing spectrum has contributed to the enhanced quality of life in a variety of ways. Aside from their well-known roles in communication, entertainment, industry and science, electromagnetic energy has come into wide spread use in biology and medicine. In addition to the intended purposes, these energies produce other effects which have been shown to influence the life processes of living organisms. The subject matter is interdisciplinary and is based primarily on presentations scheduled for a joint symposium at the XXII General Assembly of the International Union of Radio Science, held in Tel Aviv, Israel from Tuesday, August 25 to Wednesday, September 2, 1987. The symposium was jointly sponsored by the Bioelectromagnetics Society in cooperation with the International Radiation Protection Association. This book collects the revised lectures held at Capri (Italy) in the period 2-6 May, 1988 in occasion of the International Course on "Worldwide Nonionizing Radiation Safety Standards: Their Rationales and Problems". The Course was organized by IRECE (Institute for Research in Electromagnetism and Electronic Components) of CNR (Italian National Council for Research) and was directed by professors Giorgio Franceschetti and Om P. Gandhi. The idea for this course arose from the continuing wide disparity in the electromagnetic (EM) radiation safety standards worldwide, and the confusion that this has caused in the public mind. The safety guidelines in the western countries have been nearly three orders of magnitude greater than the safety levels in the Eastern European countries. Even though the former have been slightly reduced and the latter have been increased somewhat in recent years, there is still a wide gap in the EM safety standards that are used. With the ever increasing use of EM energy the public is becoming increasingly aware of and concerned about the potential biohazards of EM fields. This problem is compounded by inadequate knowledge of nonthermal mechanisms of interaction of EM fields with biological systems. The lecturers for the Course were the recognized leaders in their respective areas within the discipline of Biological Effects of Electromagnetic Fields.

The continuous increase of the number of man made EMF sources leads to dramatic changes in the spectrum of EMF in the biosphere. During the last two decades the public concern about potential hazard of EMF generated by power and distribution lines, as well as mobile communications and base stations have initiated serious public concern and has triggered the attention of the WHO, which reflected in the EMF project of harmonization of standards. At the same time, contemporary medicine largely uses EMF diagnostic methods. Hardly any phenomenon in the modern environment is as ubiquitous as electromagnetic fields and waves. We have learned to understand the physical characteristics of these energy forms, and we have applied them in abundant ways to embellish our ways of life and our standards of living. The effects produced depend on many physical, chemical, and biological factors. They may be grossly apparent and visible soon after exposure of the living organism or they may not appear to have influenced the organism at all upon casual examination. Even then, there may be subtle changes which are only detectable upon careful chemical or microscopic study, or which are apparent only after a considerable time delay.
