"In August 2001, NOAA Ocean Service (NOS) Acting Assistant Administrator Margaret Davidson directed an NOS team to provide an assessment of its current operational observational/monitoring systems and its contribution to a national Integrated Sustained Ocean Observing System (IOOS). The charge directed NOS to first develop an inventory of its existing observing systems, describing the purpose, character and scope of each system with respect to customers, observing platforms, data outputs, availability and delivery, and funding profiles. NOS programs would then be evaluated as IOOS 'National Backbone' elements--i.e., observing systems that provide routine measurements of core variables and are supported by automated data delivery systems. This process and its preliminary findings provided input to the Ocean.US national workshop (March 2002) and helped support new efforts to implement a NOAA coastal observing system as requested by VADM Lautenbacher (US Navy Ret.)"--Executive summary (p. 2).

The Global Ocean Observing System is a study by the Ocean Studies Board intended to provide information and advice to federal agencies (the U.S. GOOS Interagency ad hoc Working Group) to help define and implement an effective, affordable, and customer-based U.S. contribution to GOOS. In particular, the committee was asked to provide advice to U.S. agencies regarding a practical concept for GOOS, identify potential applications and users of GOOS during the next 3 to 5 years and beyond, recommend appropriate roles for industry and academia in GOOS, and prioritize observational and infrastructure activities that should be undertaken or continued by the United States in its initial commitments to GOOS. In response to its charge, the committee reviewed the status of GOOS planning and implementation at both the national and international levels, invited presentations by relevant federal agencies and members of the private sector, and examined the range of potential uses and benefits of products derived from information to be collected by GOOS. Finally, the committee drew upon this information and its own expertise to develop a number of recommendations intended to help move the implementation of GOOS forward.

Updated as of May 29, 2018 The U.S. Integrated Ocean Observing System Program Office, led by the National Oceanic and Atmospheric Administration (NOAA), issues this final rule to implement provisions of the Integrated Coastal and Ocean Observation System Act of 2009 (ICOOS Act). Among other things, the ICOOS Act directs the Interagency Ocean Observation Committee (IOOC) to develop and approve certification criteria and procedures for integrating regional information coordination entities (RICEs) into the National Integrated Coastal and Ocean Observation System (System). This rule accomplishes that goal. This rule also implements the provisions of the ICOOS Act establishing that certified entities integrated into the System are, for the purposes of determining liability arising from the dissemination and use of observation data, considered part of NOAA and therefore their employees engaged in the collection, management, and dissemination, of observation data in the System receive the same tort protections for use of that data as Federal employees. The National Oceanic and Atmospheric Administration (NOAA), in cooperation with the New Jersey Marine Sciences Consortium (NJMSC), hosted a workshop at Rutgers University on 19-21 September 2005 to explore ways to link the U.S. Integrated Ocean Observing System (IOOS) to the emerging infrastructure of the National Water Quality Monitoring Network (NWQMN). Participating partners included the Mid-Atlantic Coastal Ocean Observing Regional Association, U.S. Geological Survey, Rutgers University Coastal Ocean Observing Laboratory, and the New Jersey Sea Grant College. The workshop was designed to highlight the importance of ecological and human health linkages in the movement of materials, nutrients, organisms and contaminants along the Delaware Bay watershed-estuary-coastal waters gradient, and to address specific water quality issues in the mid-Atlantic region, especially the area comprising the Delaware River drainage and near-shore waters.
