Excerpt from Ninth Biennial Report of the Bureau of Labor Statistics for the State of Iowa, 1899-1900 I had also planned to investigate fully to what extent ordinary business pursuits are followed on the first day of the week, com mouly called Sunday. And which is described in the Code, section 5040, as Breach of Sabbath, but reasons given in the preceding paragraph prevented the inquiry in this case as well. The con ducting of business on Sunday is an injustice to the employes who are thus compelled to forego one day's rest each week, and a wrong to the business man who faithfully observes the Sabbath, giving him one day less of business each week than the man who transacts business seven days in the week. Statistics have been compiled relating to practically all lines of labor employed in the state, and by comparison with reports of former years it is quite apparent that wage-earners are as uniformly employed and well paid as at any previous time since Washing ton was admitted to statehood. On the other hand, it will be observed from the chapter dealing with the cost of living that prices of food commodities exhibit a steady upward tendency, this being. Particularly true of a large list of staple articles which enter into common household use in all families. From all the facts assembled as the results of investigations by this bureau, and from reports of labor organizations, it is quite evi dent that wages have failed to keep pace with advanced living ex penses. Excerpt from Twenty-Third Annual Report of the Bureau of Labor Statistics to the 74th General Assembly of the State of Ohio: For the Year 1899 Section I. Section 7388 - 25 (r. S. Shall] be amended SO as to read as follows: section 8 [7388 - 25 R. The discipline to be observed in said Ohio State reformatory shall be reformatory, and the managers shall have power to employ such means of reformation for the improve ment of the inmates as they may deem expedient. The labor im posed upon inmates, Or industrial pursuits prescribed for the employ ment of their time, shall also be at the discretion of the board of man agers, except that what is known as the contract system of prison labor Shall not be employed. The superintendent is hereby author-u ized to place to the credit of each prisoner, such amount of his earn ings as the board of managers may deem equitable and just, taking into consideration the character of the prisoner, the nature of the crime for which he is imprisoned, and his general deportment: Provided, That such credit shall in no case exceed twenty per cent. Of his earn ings, and the funds thus accruing to the credit of any prisoner shall be paid to him, or his family, at such time and in such manner as the board of managers may deem best: Provided, That at least twenty five per cent. Of such earnings shall be left for and paid to such pris oner at the time of his restoration to citizenship: And provided, further, That the superintendent may, with the approval of the managers, by way of punishment for violation of rules, and of propriety, or any other misconduct, cancel such portion Of such credit as he may deem best.
