Despite recent modifications, the Economic Partnership Agreement (EPA) between the European Union (EU) and West African (WA) countries is still being criticized for its potential detrimental effects on WA countries. This paper provides updated evidence on the impact of the EPA on these countries. A dynamic multicountry, multisector computable general equilibrium trade model with modeling of the dual-dual economy and with a consistent tariff aggregator is used to simulate a series of new scenarios that include updated information on the agreement. We also go beyond estimating macrolevel economic effects to analyze the impacts on poverty. The policy simulation results show that the implementation of the EPA between the EU and WA countries would have marginal but positive impacts on Burkina Faso and Côte d’Ivoire and negative impacts on Benin, Ghana, Nigeria, Senegal, and Togo. The impact on poverty indicators in Ghana and Nigeria would be marginal. From the perspective of WA countries, this study supports the view that recent EU concessions are not sufficient and that domestic fiscal reforms are needed in WA countries themselves.

NEC for FM is a suite of contract documents and guides published in partnership with the British Institute of Facilities Management (BIFM) to support good practice in facilities management procurement in the public and private sector. The pack consists of the already well-established NEC3 Term Service Contracts with their accompanied Guidance Notes and Flow charts, along with BIFM's Good Practice Guide on Procurement and the very popular How to Guide for NEC for FM. The NEC3 Term Service Contract should be used for the appointment of a supplier for a period of time to manage and provide a service. This could be used for a bundled contract where a single supplier provides two or more services on a complicated FM contract, or for a total FM contract where all FM related services are outsourced to a single supplier. The NEC3 Term Service Short Contract is an alternative to the NEC3 Term Service Contract and for use with contracts which do not require sophisticated management techniques, comprise straightforward work and impose only low risks on both the Employer and the Contractor. Crown Commercial Service, who provide centralised commercial and procurement services for Government and the UK public sector have given their full support to the launch of this suite. "Crown Commercial Service will be using the NEC 3 Term Service Contract as their new FM Model Contract and welcomes the 'NEC for FM' initiative between BIFM and NEC to provide guidance and support good practice in FM public sector procurement." The Facilities Management Board also recognises that the NEC Term Service Contracts support good practice in FM Procurement in the public sector.
