Within a couple of weeks after the attacks on Pearl Harbor in 1941, selected over 28 other senior admirals, Admiral Nimitz took command of the Pacific Fleet and held that command until the Allied Forces won the war in the Pacific almost four years later. He went on to hold the highest office in the U.S. Navy, the Chief of Naval Operations. Nimitz’s ability to lead effectively throughout his career proves that his style of leadership can be a model for any military officer. Even since 1941, the requirement to lead personnel in the Armed Forces has not changed. This study aimed to develop a framework for the U.S. Navy’s leadership styles by assessing self-perceived leadership styles in a sample of reserve Engineering Duty Officers (EDOs) and the Senior Enlisted Leaders (SELs) in these technical units. Transformational and transactional leadership styles were examined using the Multifactor Leadership Questionnaire (MLQ) Form (Avolio & Bass, 2004), while the servant leadership style was analyzed using the Servant Leadership Self-Assessment Questionnaire (SLSQ) (Sandling, 2021). The effect of rank and the triad leadership position on leadership style was explored in this study. The survey was made available to all EDOs and SELs (n = 525). A total of 84 surveys were completed (a 16% return rate). Results showed a statistically significant difference in servant leadership between SELs and junior officers. When broken down into the factors of servant leadership, this difference was seen in the conceptual skills and putting followers first factors. No statistical differences were seen across leadership triad positions or between any other ranks for any other leadership style. The findings are discussed for their implications for leadership development in the U.S. Navy.

As the array of expertise required to be a successful leader in the U.S. Navy has become more complex, Navy leaders have become increasingly concerned that senior officers need additional kinds of expertise, beyond those traditionally developed in naval officers, to be successful in commanding, leading, and managing the Navy enterprise. This study explores whether there is a gap in officer development that manifests itself in the flag officer ranks. Through surveys and interviews, and working with the Navy's Office of the Executive Learning Officer (ELO), the authors examined the kinds of expertise required for successful performance in Navy flag billets. They then created a model to determine the kinds of experience that the pool of Rear Admiral officers must have to fill these requirements, and compared it to actual experience possessed by several years of Rear Admiral selectees. The authors did not find major gaps between the kinds of experience required for flag billets and those possessed by candidate officers, but they did identify several combinations of expertise that the Navy should work to develop in officers to better meet current requirements. Hanser et al. also examined the Navy's structure, force development, doctrine, and technology acquisitions to identify the types of expertise likely to become more important for Navy leadership in the future. The authors conclude with a variety of recommendations on how the Navy might better prepare officers for senior leadership roles.
