When his ship, the Ark, made landfall on Mount Ararat, not only had this diluvian navy fulfilled its mission for a new and hoped-for better world, but its captain had also demonstrated the first use of sea-air power, the function of the modern navy. The dove that Noah used for reconnaissance was the forerunner by some centuries of naval aviation: the eyes of the fleet. This analogy is the, only one that can be _made between that early navy and the navy today. How ever, the basic purpose of each was and is the same security. And this purpose will necessitate navies until civilization is achieved and war as an instrument of government has vanished forever.
