Excerpt from Naval Efficiency: The War-Readiness of the Fleet; List and Particulars of Effective Ships of the World's Navies "I believe the Navy has two classes of enemy - those who say the Navy is all wrong, all rotten, and not to be depended upon in time of war; and the other class, more dangerous, and I believe more numerous, who say that the Navy is all right, and that we need not trouble our heads about it." - Mr. Arnold-Forster, M. P., Financial Secretary to the Admiralty, in the House of Commons, February 22, 1902. It is impossible to deal with an organization so vast in its proportions and so widely distributed in its influence as the British Navy without realizing the inadequacy of any attempt to explain its present methods, and indicate the principles which should govern future policy. There are many books from which the casual student of naval affairs can obtain the ordinary statements of comparative strength of the different navies, and from time to time manifestoes are published urging radical reforms. The present volume is not intended to rival any of the many schemes for "counting noses," nor to expound any pet panacea for solving the problems in the organization of personnel and materiel, which press in ever-increasing number upon the administrators of the Fleet.
