The master plan for the Naval Air Station Norfolk, is one of eleven individual master plans dealing with a major activity at Naval Base Norfolk. Complete master plan documentation for the Naval Base Norfolk Complex consists of two volumes. Volumes I addresses the Naval Base as a single geographic entity and considers planning concerns from a base-wide perspective. It addresses items such as land use planning, utility systems support, and the transportation network, none of which can be adequately covered from an individual activity viewpoint. Volume II is comprised of the eleven individual activity master plans which deal with only those planning matters that are unique to the activity and its operational domain. Several functions on the Naval Air Station impose constraints on planning and facility use on adjoining military activities within the Naval Base Norfolk Complex as well as the adjacent civilian residential areas. Facilities Planning System (SFPS) and recommends future land uses and a systematic plan for upgrading, replacing, and constructing facilities over a five-year time frame. This master plan aslo examines the long term requirements of the Air Station, including its expansion potential.
