The North Atlantic Treaty Organization (NATO) is the world’s largest, most powerful military alliance. The Alliance has navigated and survived the Cold War, the collapse of the Soviet Union, and the post-9/11 era. Since the release of the 2010 Strategic Concept, NATO’s strategic environment has again undergone significant change. The need to adapt is clear. NATO officials plan to unveil the new NATO Strategic Concept during the Alliance's summit in Portugal at the end of this year. This monograph focuses on the impact the Strategic Concept will have on the Alliance. It analyzes recent trends within NATO and their implications, and describes four possible future scenarios which would impact on NATO. The Alliance membership has grown to 28 countries and it faces problems with changing demographics, an awkward relationship with Russia, a war in Afghanistan and threats of global jihad. Understanding NATO in the 21st Century enhances existing strategic debates and clarifies thinking as to the direction and scope of NATO’s potential evolution in the 21st century. These changes reflect the vastly different international world order precipitated by the fall of the Berlin Wall and the collapse of the Soviet Union. The United States, as a member of NATO, has been equally involved with the developments of the post bi-polar world. It has begun to restructure its military in an attempt to better respond to the full-spectrum of conflict and higher tempo of contemporary operations. The potential for complex multinational operations, coupled with the unique military and strategic dynamics found within such an environment, will ultimately demand a higher level of understanding of such operations from members of the United States Army. Using a contemporary analytical strategy to explore the development of NATO's Strategic Concept, coupled with an examination of Army service specific doctrine, this monograph will answer the problem statement of this research: Is the United States Army aware of the operational ramifications contained within NATO's new strategic concept? The most visible evidence of alliance understanding and awareness rests within the cornerstone publications and service doctrine. This monograph concludes that there is insufficient attention paid to alliance and multinational operations within its doctrine and manuals and points to After Action Reviews from Kosovo and Bosnia to support these findings. The extensive experience accumulated by U.S. Am% commanders since the signing of the Dayton peace Accords must be cultivated and ultimately integrated into future doctrine development.

"Since 2014, the security situation in Europe has change substantially. The European peace order that was established together with Russia after the end of the East-West conflict has ceased to exist -- it has fallen prey to Russia's aggression in Eastern Europe, which culminated in the Russian annexation of Crimea. Hopes to establish cooperative security in the Middle East have been totally destroyed by civil wars and Islamist terror. NATO's reaction to those changes was a surprisingly united and quick response, together with the European Union. The September 2014 NATO Summit in Wales adopted a host of initial measures to improve the defence capability of the Alliance. Just under two years later, in July 2016 at the Warsaw Summit, these measures were enhanced and adapted to the threats in the East and South. Will those immediate measures suffice to enhance the Alliance's military capacity, or is there a need for a fundamental strategic debate about its future tasks and missions? Does NATO need a new strategic concept and, if so, how should it be formulated and what elements should it contain?
