Iraqi President Saddam Hussein's most recent and most serious challenge to the international community halting all Cooperation with United Nations weapons in inspectors has brought the United State the closest to war with Iraq since 1991. Moreever, the United States has again refrained from military action in exchange for a last-minute promise from Saddam Hussein that he will allow UN weapons Inspectors to resume their work unconditionally. This continuing pattern of Iraqi behavior placing obstacles in the path of weapons inspectors and then removing them in the face of a threatened military response has raised new questions regarding the credibility of the United States and the effectiveness of efforts to prevent Iraq from reconstituting its ability to develop or use weapons of mass destruction.

The Clinton administration's defense budget request of $265.3 billion for Fiscal Year (FY) 1998 represents a 2 percent real decrease from current (FY 1997) spending. As such, it continues a 13-year-long trend of real defense spending decline and it marks a 38 percent real reduction in spending from defense budgets in the mid-l98Os. The FY 1998 defense budget request represents 3.1 percent of the nation's gross domestic product, down more than 50 percent from the 1985 level of 6.4 percent. The FY 1998 defense budget request, when measured in constant dollars, represents the smallest defense budget since 1950.

National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. President Clinton's defense budget request of $270.6 billion for fiscal year (FY) 1999 represents a real decline of 1.1 percent from current spending levels and continues a 14-year trend of real decline in defense spending - over 39 percent decline from rnid-1980s levels. It also represents a continuation of the defense budget "status quo"--Much-needed, long-term investment to recapitalize the U.S. armed services are being mortgaged to pay for short-term underfunded operating and sustainment needs. The FY 1999 defense budget request represents approximately 3.1 percent of the nation's gross domestic product, down by more than 50 percent from the mid-1980s level of 6.3 percent. Continuing a downward trend, the FY 1999 defense budget request, when measured in constant dollars, represents the smallest defense budget since the beginning of the Korean War in 1950. These downward trends will continue, and indeed be exacerbated by the proposed growth in domestic spending in the President's federal budget request.
