Ratification of the Strategic Arms Reduction Treaty Start II: Hearing Before the Committee on Armed Services, United States Senate, One Hundred Fourth Congress, First Session, May 17, 1995 At the same time, it is the committee's Obligation to review the military implications of this treaty, and to make a judgment on whether the ratification and implementation of this treaty is in the national security interest of the United States. For example, even though President Yeltsin recently reaffirmed Russia's commitment to ratify and implement start II, I am con cerned about the practicality of the Russian Government to make that happen, given the current political, military, and economic sit nation in Russia. With that in mind, I am concerned with the post-start II force structure recommended in the September 1993 nuclear posture re view, and any effort of the administration to implement start II reductions prior to Russian ratification and implementation of start II.
