The National Nuclear Security Administration (NNSA) 2011 Strategic Plan details how NNSA will invest in the future, build the nuclear security enterprise required to implement President Barack Obama's nuclear security agenda and enhance global security, and continue to improve the way it does business. As we work to build 'OneNNSA, ' a single integrated enterprise that is organized to successfully complete the NNSA mission, the 2011 Strategic Plan will serve as an outline of NNSA's goals for the next decade and a guide for its planning, programming, and budgeting processes. The new NNSA Strategic Plan outlines the Administrator's vision for how we will build 'OneNNSA, ' and how the nuclear security enterprise will implement the mission areas highlighted in the DOE Strategic Plan, including stockpile stewardship, nuclear nonproliferation, counterterrorism and emergency response, and powering the nuclear Navy. Aligning the Governance Structure of the NNSA Laboratories to Meet 21st Century National Security Challenges is an independent assessment regarding the transition of the National Nuclear Security Administration (NNSA) laboratories - Los Alamos National Laboratory, Lawrence Livermore National Laboratory, and Sandia National Laboratories - to multiagency, federally funded research and development centers with direct sustainment and sponsorship by multiple national security agencies. This report makes recommendations for the governance of NNSA laboratories to better align with the evolving national security landscape and the laboratories' increasing engagement with the other national security agencies, while simultaneously encouraging the best technical solutions to national problems from the entire range of national security establishments. According to this report, the Department of Energy should remain the sole sponsor of the NNSA laboratories as federally funded research and development centers. The NNSA laboratories will remain a critically important resource to meet U.S. national security needs for many decades to come. The congressionally mandated report A New Foundation for the Nuclear Enterprise (the "Augustine-Mies" report), released in November 2014, concluded that "the existing governance structures and many of the practices of the [nuclear security] enterprise are inefficient and ineffective, thereby putting the entire enterprise at risk over the long term." Following the release of the Augustine-Mies report, the National Defense Authorization Act for Fiscal Year 2016 called for DOE to develop an implementation plan for responding to the recommendations in that and similar reports. The NDAA also called for a 4 1â"2-year study, joint between the National Academies of Sciences, Engineering, and Medicine and the National Academy of Public Administration, to evaluate the implementation plan, to track the actions proposed in that plan, and to assess progress. This report is the second in a series of reports to be issued over 2017â€"2020 as part of that study.
