"Through the NextGen initiative, FAA plans to transform the current ground-based radar air-traffic control system to a system based on satellite navigation, automated position reporting, and digital communications. The NextGen transition will be a complex, multi-year, incremental process. Decisions affecting how long the transition will take and the number of existing systems that will remain in operation during the transition have implications for FAA's existing systems, workforce, facilities, and budget. GAO was asked to continue monitoring the progress and challenges associated with the NextGen transition and implementation. In this report, GAO examined (1) FAA's progress in addressing key challenges affecting its ability to execute the NextGen transition; (2) the performance and condition of current air traffic control system and facilities; (3) FAA's efforts to address maintenance requirements of its current systems and facilities; and (4) the extent to which FAA has planned for the financial resources for sustaining existing systems and facilities and the NextGen transition. In doing so, GAO analyzed FAA system performance data and documents and interviewed FAA officials and aviation stakeholders. To improve FAA's efforts to manage the transition, GAO recommends that FAA develop a strategy to improve planning of its operations budget and ensure sufficient data are available to support these efforts. The Federal Aviation Administration (FAA) predicts that the national airspace system will become increasingly congested over time, imposing costs of delay on passengers and regions. While transforming the current air-traffic control system to the Next Generation Air Transportation System (NextGen) may provide additional en route capacity, many airports will still face constraints at their runways and terminals. In light of these forecasts, GAO was asked to evaluate regional airport planning in metropolitan regions with congested airports. GAO (1) identified which airports are currently or will be significantly congested and the potential benefits of regional airport planning, (2) assessed how regions with congested airports use regional airport planning in decision making, and (3) identified factors that hinder or aid in the development and implementation of regional airport plans. GAO reviewed studies; interviewed FAA, airport, and other aviation and transportation officials; and conducted case studies in selected regions. GAO is recommending that the Secretary of Transportation direct FAA to create a review process for RASPs and use its existing authority to give priority to funding airport projects that are consistent with RASPs. The Department of Transportation generally agreed to consider the revised recommendations.

TRB has released the final version of Special Report 314: The Federal Aviation Administration’s Approach for Determining Future Air Traffic Controller Staffing Needs that examines the methods used by the Federal Aviation Administration (FAA) to estimate how many controllers are needed to staff its air traffic control facilities and its processes for using these estimates to properly distribute controllers across facilities. According to the report, the FAA’s models for determining air traffic controller staffing needs are suitable for developing initial estimates of the number of controllers required at terminal areas and airport towers, but the models used for the centers controlling aircraft en route between airports can be improved. In addition, as a matter of priority, the FAA should collaborate with the National Air Traffic Controllers Association to develop and implement an enhanced tool for all facilities that is capable of creating efficient controller work schedules that incorporate fatigue mitigation strategies. The report recommends that the FAA analyze a wide range of data, such as accident and incident reports and voluntary reports by controllers, to identify relationships between staffing and safety. In addition, the controller workforce should be involved in staffing decisions, particularly as knowledge emerges about relevant safety issues. The FAA also should ensure that staffing continues to be appropriate as it implements the new air traffic operations environment associated with the Next Generation Transportation System, a modernization initiative to shift air traffic management from ground-based radar to a satellite system, the report says.
