An updated Toolkit providing step-by-step guidance on how to develop National Action Plans (NAPs) on business and human rights. The 2017 edition of the Toolkit on National Action Plans for Business and Human Rights is an update of our widely cited 2014 edition, both produced in collaboration with the International Corporate Accountability Roundtable (ICAR). The 2014 Toolkit is in active use in all regions of the world and several governments, including the, Germany, Ireland, Chile, and Kenya, have put it to use in developing their NAPs. The 2017 edition has been updated to reflect feedback from practitioners who have used the Toolkit to develop NAPs. Specifically, the Toolkit provides step-by-step guidance on how to develop a NAP that is framed by a human rights-based approach promoting participation, non-discrimination, transparency, and accountability. Each section within the 2017 Toolkit contains good practice examples from around the world to demonstrate what can be achieved.

The report is a thematic supplement to the existing report, 'National Action Plans on Business and Human Rights: A Toolkit for the Development, Implementation, and Review of State Commitments to Business and Human Rights Frameworks' by the International Corporate Accountability Roundtable (ICAR) and the Danish Institute for Human Rights (DIHR). Both ICAR and DIHR have partnered with UNICEF to develop this guidance, which outlines how children's rights should be considered in the process of developing NAPs and what the content of focus should be when setting priorities for action on children's rights. The report contains two application tools: The Children's Rights NAP Checklist and Children's Rights NBA Template. They are to be used in conjunction with the ICAR-DIHR NAPs Toolkit to develop, evaluate, and revise NAPs. By following this guidance, greater and more effective implementation of the UNGPs with respect to children can be ensured.

Preparing a National Action Plan (NAP) on Business and Human Rights can be considered as a socially engineered instrument in the context of developing a corridor in which to frame business relations with the universal standard of human rights. In addition, the NAP on Business and Human Rights can be placed as a strategy for the policies developed by a country to protect human rights from the impact of corporate operations that are harmful or detrimental according to the UN Guiding Principles.
