Encloses a letter to Benjamin Franklin (not present) in which he asks for a copy of a speech Franklin made to the constitutional convention in order to publish it.

Writes that he had planned to write him a long letter but the Governor sent him on a consultation. Writes, There is no militia in Hampshire or Worcester that have artilery [sic] - & they are expecting soon to be called & advise not to take any from the arsenal untill the moment it is wanted & then to take what may be necessary- in the mean time to write to Congress on the subject - various reasons might be given why the Government party should not touch the public the stores- & at any rate not untill the moment the business is to be put at issue - however I hope there will be no necessity - as there is every reason to suppose the Insurgents disapointed [sic] & disheartened they are however some of them yet at Rutland - and the Roads are in such a state owing to the great quantity of Snow - that is impossible to carry artilery [sic] or even Men from hence - I am not clear that Government has lost any thing by delay - as the great Body of the People are now convinced that the [mob] must be suppressed by arms. Asks Knox to give Gorham's own daughter advice if he sees her behaving improperly. Signer of the U.S. Constitution.

Discusses the ratification convention for the United States Constitution, and the chances of it being accepted. Writes, I have been waiting the event of our Elections here of Delegates for the Convention, which have men more in favor of the Constitution than many expected. I am not particularly acquainted with the Sentiments of the members chosen, relation to the merits or demerits of the System - but many very reputable characters are chosen and men whose Sentiments in General are in favor of good government - two days ago the friends of the Constitution thought there was no chance of its adoption but, I believe, the better opinion now is that there is nearly an equal chance in its favor - The State appears to me to divide on the question nearly as it has an all political questions for several years past - thinking men seem, in general, to be impressed with an idea of the necessity of adopting it or at least something like it - it will have substantial friends here, but not, I believe, a great many very zealous admirers. I doubt whether it has [monarchy] enough in it for some of our Massachusetts men or democracy enough for others. Also asks for news of Britain and the rest of Europe, and considers the possibility of war erupting there. Stamped Salem, a rare postal cancellation.

Mentions that Samuel Shaw is probably in Canton, China and was in India during the last year. Updates Fleury on the Constitutional Convention held in Philadelphia and the progress of ratifying the constitution in each state. A convention or representation of all the States excepting Rhode Island met in Philadelphia in the month of May last and after four months deliberation agreed on the Constitution herein enclosed (not present). Goes on to state, This constitution is to be submitted to a convention chosen by the people of each state, and adds that Pennsylvania, Delaware and New Jersey have already adopted it. Georgia, Connecticut, Massachusetts and New Hampshire will probably adopt it in a few more weeks. The states most opposed are Virginia, New York and Rhode Island but Knox believes all the states will eventually adopt it. Reports from Europe indicate a war between England and France. Knox says that come when it may he wishes France all possible success. Docket, in the hand of William Knox, notes this as a copy.
