World Bank carried out an enterprise survey in Myanmar for the first time. Enterprise survey is the world's most comprehensive company level data in emerging markets and developing economies. The enterprise survey is standardized, so it allows comparisons: (i) across countries, and (ii) across time - when the survey is repeated. Therefore, early findings are also a baseline for measuring future changes. Through analogous enterprise surveys the World Bank Group has collected data from over 130,000 firms in 130 countries, enabling regional and global comparisons. These findings will feed into the World Bank's investment climate assessment for Myanmar. The assessment will provide a comprehensive analysis of constraints for private businesses, using quantitative and qualitative data.

Private sector firms in Myanmar have reported spectacular sales growth since the onset of a series of government-initiated policy reforms in 2011. A 24 percent real annual sales growth rate puts Myanmar in the fastest growing private sectors as measured by Enterprise Surveys (ES). The employment growth rate is positive but lower than the average of the economies in East Asia and Pacific (EAP). Importantly, this remarkable sales growth took place despite great hurdles (see below), which is suggestive of continued growth that could be unlocked by further reforms. As Myanmar continues to open up to foreign investment, this growth will likely continue.

Myanmar is emerging from decades of military rule, central planning and economic isolation as it implements political and economic reforms and, as a result, faces fewer international sanctions. The country has great potential for rapid development due to its vast natural resources, abundant labour force and geostrategic location. To assist efforts, ESCAP and OECD conducted a multi-dimensional policy review of Myanmar from the end of 2012 in coordination with the Government of Myanmar. During the review, the lack of information on the business conditions on the ground was found to be a serious impediment to the development of appropriate polices. To address this, a joint business survey with the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) was conducted, providing a rich dataset of 3 000 firms in all sectors and regions to help in understanding characteristics and the challenges they face. This publication explores the results in depth, in order to develop policies that address challenges and promote private sector development in Myanmar.

This is the first investment climate assessment (ICA) for Myanmar. The main objectives of this ICA are to: (i) provide an up-to-date and fact-based analysis of the business environment for the government and other stakeholders in Myanmar to help prioritize and contextualize the reform agenda, and (ii) to offer a baseline for future assessments of progress in terms of the investment climate reform agenda. As requested by the government, the Myanmar ICA will directly support the ongoing reform program. The government has requested an analytical foundation for the ongoing reform program, and a means for prioritizing the legal and institutional changes that are currently being initiated. This ICA is based on the 2014 Myanmar enterprise survey (ES). The Myanmar ICA provides a comprehensive analysis of the country's ES. The ES in Myanmar was carried out between February and April 2014, although significant work preceded and followed the survey itself. This ICA report is organized into four chapters. The first chapter provides an introduction into the context of Myanmar's challenges in terms of the overall economy and the investment climate in particular. The second chapter analyzes the main constraints faced by firms operating in Myanmar today, in particular the constrained access to inputs like finance, land, electricity, and skilled workers. The third chapter looks at policies the government has in place for overseeing the economy, such as firm regulations and taxation. The fourth and concluding chapter provides policy recommendations that follow from the analysis, in terms of the process of reform and the specific reform steps needed over the short and medium terms. The annex to this report provides details on the methodology of the ES.

The 2014 Myanmar Social Accounting Matrix (SAM) follows IFPRI's Standard Nexus SAM approach, by focusing on consistency, comparability, and transparency of data. The Nexus SAMs available on IFPRI's website separates domestic production into 42 activities. Factors are disaggregated into labor, agricultural land, and capital, with labor further disaggregated across three education-based categories. The household account is divided into 10 representative household groups: Rural and urban households across per capita consumption quintiles. Nexus SAMs support the improvement of model-based research and policy analysis in developing countries and allow for more robust cross-country comparisons of national economic structures, especially agriculture-food systems.
