Excerpt from The Municipal University Probably within a quarter of a century most cities of or over and some even smaller, will have such institutions at the head of their system of education, organizing all other agen cies, directing their energies and inspiring the people to strive for higher and better things. Perhaps the first intimation, even to many educators of rank, of the genuine importance of this new effort in popular education, came with the announcement in November, 1914, that a meeting of presidents of city colleges and universities had been held at Washington, and an Association of Urban Universities formed. Then for the first time many a college professor began really to understand what it means to vitalize education. For the municipal university is destined to become the social and economic dynamo of vast concentrated masses of our population. It has been recognized for a long time that the city is in need of scientific construction and recon struction, and that this requires intelligent, responsible, skillful leadership; but this open recognition of the university's duty to the general city public is a thing of the last three decades. Probably originating in the university extension work of some daring institutions, it resolved itself into the theory that if the people can not come to the college the collegemust come to the people. T oaday it is being realized that this principle can be most thoroughly followed in the relationship between the citv and its municipally owned university.
