To address these issues, GAO surveyed a representative sample of active underground coal mines, analyzed agency data, conducted site visits, and talked with agency officials and other experts. The survey results are estimated at the 95 percent confidence level.

It requires underground coal mine operators to develop emergency response plans that contain several components designed to improve accident preparedness and response, including providing a refuge of air to miners trapped underground after an accident and wireless commun. systems.
