Travel Management - Designated Routes and Areas for Motor Vehicle Use (US Forest Service Regulation) (FS) (2018 Edition) The Law Library presents the complete text of the Travel Management - Designated Routes and Areas for Motor Vehicle Use (US Forest Service Regulation) (FS) (2018 Edition). Updated as of May 29, 2018 The Department of Agriculture is revising regulations regarding travel management on National Forest System lands to clarify policy related to motor vehicle use, including the use of off-highway vehicles. This final rule requires designation of those roads, trails, and areas that are open to motor vehicle use. Designations will be made by class of vehicle and, if appropriate, by time of year. The final rule will prohibit the use of motor vehicles off the designated system, as well as use of motor vehicles on routes and in areas that is not consistent with the designations. The clear identification of roads, trails, and areas for motor vehicle use on each National Forest will enhance management of National Forest System lands; sustain natural resource values through more effective management of motor vehicle use; enhance opportunities for motorized recreation experiences on National Forest System lands; address needs for access to National Forest System lands; and preserve areas of opportunity on each National Forest for nonmotorized travel and experiences. The final rule is consistent with provisions of Executive Order 11644 and Executive Order 11989 regarding off-road use of motor vehicles on Federal lands. This book contains: - The complete text of the Travel Management - Designated Routes and Areas for Motor Vehicle Use (US Forest Service Regulation) (FS) (2018 Edition) - A table of contents with the page number of each section

Excerpt from Motor Vehicle Use Map: Siuslaw National Forest, Central Coast Ranger District, Oregon Designation of a road, trail, or area for motor vehicle use by a particular class of vehicle under 36 cfr should not be interpreted as encouraging or inviting use or implying that the road, trail, or area is passable, actively maintained, or safe for travel. Motor vehicle designations include parking along designated routes and at facilities associated with designated routes when it is safe to do so and when not causing damage to National Forest System resources. Seasonal weather conditions and natural events may render designated roads and trails impassable for extended periods. Designated areas may contain dangerous or impassable terrain. Many designated roads and trails may be passable only by high-clearance vehicles or four-wheel-drive vehicles. Maintenance of designated roads and trails will depend on available resources, and many may receive little maintenance. This motor vehicle use map identifies those roads, trails, and areas designated for the motor vehicle use under 36 cpr for the purpose of enforcing the prohibition at 36 cfr This is a limited purpose. The other public roads are shown for information and navigation purposes only and are not subject to designation under the Forest Service travel management regulation. These designations apply only to National Forest System roads, National Forest System trails, and areas on National Forest System lands. Most laws, ordinances, and rules concerning truck routes are established for through trucks, but that trucks with local origins or destinations may use other roads and streets to travel to and from the established truck routes. The TRB National Cooperative Highway Research Program's NCHRP Research Report 943: Design and Access Management Guidelines for Truck Routes: Planning and Design Guide helps transportation agencies establish appropriate methods of choosing truck routes to ensure that the selected roads and streets are suitable for truck travel but do not decrease efficiency by taking trucks too far out of their way or increase crash risk by increasing travel distance (and, therefore, vehicle-miles of travel) too much.
