Environmentally Sustainable Development Studies and Monograph Series No. 17. A 1995 publication from the World Bank, Monitoring Environmental Progress: A Report on Work in Progress, generated great interest in the use of indicators to measure the pace and direction of change in environmentally sustainable development. In particular, the attempts to define what it means to be wealthy or poor by recognizing that a countrys wealth is the combination of various forms of capital--produced, natural, and human resources--led to new thinking on what constitutes wealth and how it might be measured. The current document, Expanding the Measure of Wealth: Indicators of Environmentally Sustainable Development, extends the earlier analysis by highlighting portfolio indicators for tracking a countrys progress toward sustainable development. These include new estimates of national wealth and genuine savings, a detailed analysis of changes in subsidies that have environmental consequences, and progress on the conceptual foundations of social capital. The new estimates reinforce the importance of the natural resource base of all economies as well as the fundamental role of human resources, including both human capital and the more difficult to define concept of social capital.

This volume focuses on the topics in data collection, analysis, and use that were raised in its companion book, Project Monitoring and Evaluation in Agriculture. It summarizes these topics in the context set by the companion volume, which documented the importance of monitoring and recommended that ambitious evaluations be done only selectively. The book further explains the data collection and analysis techniques referred to in the companion volume. It is selective; it does not provide comprehensive coverage of all methods. Furthermore, for those methods it does cover, the book advocates simplicity and economy. It emphasizes qualitative interviewing methods because most monitoring and evaluation efforts will need to use them for limited, non-random coverage of respondents. Examples of sample theory and sample selection, conversely, are mainly in terms of rates of adoption and similar indicators. In a similar vein, the book advocates greater reliance on farmer estimates when discussing crop production and yield, because the issue of concern in this context is project beneficiary responses rather than aggregate national or regional estimates. The book is meant to be consulted as a particular issue arises rather than read straight through. The subjects covered are qualitative data collection methods; structured surveys and sampling and crop measurement problems; preliminary, exploratory data analysis; formal analysis; and data presentation.

Lessons learned from the projects included: There is a clear need for stronger monitoring and evaluation of research projects. The lack of hard evidence about the results of Competitive Grant Schemes (CGS) investments in research and extension is a considerable shortcoming of all but one project. In each of these countries, agricultural productivity has risen since the mid 1990s, with growth increasingly based on intensification rather than area expansion. All institutions need a portion of the budget that is core funded to cover costs of maintenance and upgrading of physical and human resource infrastructure. CGS usually only fund operating costs and the subprojects they finance have only 2-3 years' duration. The CGS model is more likely to strengthen the strongest agencies providing research and extension services than it is to reduce the disparities between the strong and the wea.
