"This document is a result of the Office of National Marine Sanctuaries' (ONMS) periodic review of the strategies and activities detailed in the 1992 Final Management Plan and the emerging resource protection issues for Monitor National Marine Sanctuary (MNMS or sanctuary). Between 1998 and 2002, NOAA and the United States Navy conducted a major archaeological recovery effort which resulted in over 2,000 artifacts being excavated, conserved and curated from the shipwreck of the USS Monitor. Most notably, this project resulted in the recovery of the Civil War ironclad's revolving gun turret and engine. During this recovery period, the sanctuary was guided by an interim management plan, which dealt specifically with the archaeological recovery titled Charting a New Course for the Monitor, which was released in 1997. Typically a management plan review is conducted at a sanctuary every five years. A sanctuary management plan is a site-specific planning and management document that describes the goals, objectives, policies, management strategies, and activities for a sanctuary. This document is the result of numerous public hearings, and many years of effort by the sanctuary advisory council and sanctuary staff. This document is the 2013 Final Management Plan and Environmental Assessment that outlines the program activities for MNMS over the next five years and beyond, along with staffing and budget needs, and performance measures"--Page iv.

"Pursuant to section 304(e) of the National Marine Sanctuaries Act (NMSA; 16 U.S.C. 1434(e)), the National Oceanic and Atmospheric Administration (NOAA) has conducted a review of the management plan and regulations for Olympic Coast National Marine Sanctuary (OCNMS or sanctuary), located off the outer coast of the Olympic Peninsula in the State of Washington. As a result of the review, NOAA determined that it was necessary to revise the sanctuary's management plan and implementing regulations. NOAA is revising the OCNMS regulations to: prohibit wastewater discharges from cruise ships; clarify the language referring to considerations of Indian tribal governments when issuing permits; correct the size of the sanctuary based on new area estimates (without revising the sanctuary's actual boundaries); update of definitions; and update information such as office location. "This document presents the programmatic environmental assessment (PEA) of the Flower Garden Banks National Marine Sanctuary (FGBNMS) Final Management Plan. It is a useful tool to understand the environmental consequences of the broad range of activities in the management plan and provides the general analyses that informed the decision of approving the plan. It also establishes that as individual actions become ripe for decision, alternatives will be evaluated under the National Environmental Policy Act (NEPA) to meet the broader goals outlined in this final management plan. The PEA was released to the public on October 22, 2010 for a 90-day public review and two public hearings were held. Chapter 4 in the final management plan documents the public comments received and the responses to those comments. In view of the information presented in this analysis, it has been determined that the action will not significantly impact the quality of the human environment, as defined by NEPA. Accordingly, preparation of an environmental impact statement is not required for this action"--Page 1.
