Some of the concrete rubble generated from the demolition and destruction of some facilities at the U.S. Department of Energy Savannah River Site contains tritium. The tritium-bearing rubble will be disposed in the E-Area slit trenches. In the past, it was assumed for Performance Assessment (risk) modeling that tritium leached from concrete as if the tritium existed entirely on the concrete surfaces. Although conservative (i.e., overestimates risk associated with the groundwater pathway), this assumption does not account for the slow diffusion of tritium from the inside to the outside of the concrete rubble. The objective of this modeling study was to include the diffusion process in tritium annual flux calculations for use in future Special Analyses or Performance Assessments involving the concrete rubble. This paper discusses the general modeling approach and presents the study results.

A growing amount of concrete containing tritium is being generated as a result of ongoing demolition and destruction activities on the SRS. To assist in determining how much radioactive low level waste (such as the tritiated concrete) can be safely disposed, performance assessments are conducted. In the past, these calculations assumed that all the tritium associated with buried concrete existed on the exterior concrete surfaces. Although this is a conservative assumption with respect to the groundwater pathway, it is not accurate. The objective of this study was to more accurately model tritium release from concrete rubble. Particular attention was directed at incorporating tritium diffusion from the concrete rubble into the surrounding groundwater.

To minimize movement of tritium into surface waters at the Mixed Waste Management Facility at the Savannah River Site, tritium contaminated seepage water is being retained in a constructed pond and used to irrigate forest acreage that lies above the pond and over the contaminated groundwater. Twenty five-year potential evapotranspiration and average precipitation are 1443 mm/year and 1127 mm/year, respectively, for the region in which the site is located. Management of the application of tritium contaminated irrigation water needs to be evaluated in the context of the large amount of rainfall relative to evapotranspiration, the strong seasonality in evapotranspiration, and intraannual and inter-annual variability in precipitation. A dynamic simulation model of water and tritium fluxes in the soil-plant-atmosphere continuum was developed to assess the efficiency (tritium transpired/tritium applied) of several irrigation management strategies.

Groundwater modeling was performed to assess groundwater flow and contaminant migration for a tritium plume at the Savannah River Site (SRS). The study supports the Corrective Measures Study and Interim Action Plan regulatory documents for the Old Radioactive Waste Burial Ground (ORWBG). Modeling scenarios were designed to provide data for an economic analysis of alternatives, and subsequently evaluate the effectiveness of the selected remedial technologies for tritium reduction to surface waters. Scenarios assessed include no action, vertical and surface barriers, pump-treat-reinject, and vertical recirculation wells. Hydrostratigraphic units in the area consist of fluvial, deltaic, and shallow marine sand, mud, and calcareous sediments that exhibit abrupt facies changes over short distances. The complex heterogeneity of the sediments, along with characterization data, and tritium contaminant source data required a three-dimensional model be developed in order to accurately illustrate the size, shape and orientation of the plume. Results demonstrate that the shallow confining zone in the region controls the migration path of the plume. The size and shape of the plume were modeled in three-dimensions using detailed core, geophysical and cone-penetrometer data, depth-discrete contaminant data, monitoring well data, and seepline/surface water samples. Three-dimensional tritium plume maps were created for the>20,000,>500 and>50 pCi/ml concentration levels. The three-dimensional plume maps and volumetric calculations indicate that 63 percent of the total activity and 12 percent of the volume above 50 pCi/ml resides in a layer less than 6-m thick riding on top of the shallow confining zone.

A large percentage of the radioactivity released to the environment by operations at the Savannah River Site (SRS) is due to tritium. Because of the relative importance of the releases of tritium from SRS facilities through the groundwater to the environment, periodic evaluation and documentation of the facility operational status, proposed corrective actions, and projected changes/reductions in tritium releases are justified. Past, current, and projected tritium releases from the F and H Area Seepage Basins and the Solid Waste Disposal Facilities (SWDF) to Fourmile Branch are described. Each section provides a brief operational history along with the current status and proposed corrective actions. A conceptual model and quantitative estimates of tritium release from the facilities into the groundwater and the environment are developed. Tritium releases from the F and H Area Seepage Basins are declining and will be further reduced by the implementation of a groundwater corrective action required by the Resource Conservation and Recovery Act (RCRA). Tritium releases from the SWDF have been relatively stable over the past 10 years. It is anticipated that SWDF tritium releases to Fourmile Branch will remain approximately at current levels for at least 10--20 years. Specific characterization activities are recommended to allow an improved projection of tritium flux and to assist in developing plans for plume mitigation. SRS and the South Carolina Department of Health and Environmental Control are developing groundwater corrective action plans for the SWDF. Portions of the SWDF are also regulated under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Reduction of tritium flux is one of the factors considered in the development of the RCRA/CERCLA groundwater corrective action. The final section of the document presents the sum of the projected tritium fluxes from these facilities to Fourmile Branch.
