Excerpt from Missouri, Vol. 3: The Center State, 1821-1915 Under another of his new statutes, there was established a teachers' training course in seventy-six high schools throughout the state, and each school was given special aid in the sum of seven hundred and fifty dollars. Under his new rural high school law, twenty-six rural high schools were established throughout the state and each given the sum of two thousand three hundred dollars or more. All this special aid came about by reason of new school laws. Recommended to the legislature and made administration measures. The special aid to each is given annually, and that without increasing the tax rate a farthing. It was done by so handling the state's business and its finances as to secure a net return from the various branches and departments of at least one million dollars more than was secured in the same length of time under any other administration, democratic or republican.
