Although the Latin American region has shown an impressive growth in educational attainment over the past two decades, that education has failed to yield expected benefits. A mounting body of research and policy debates argues that the quantity of education is not an adequate metric of human capital acquisition. Rather, individuals’ skills—what they actually know and can do—should stand as policy targets and be fostered across the life course. Evidence from around the world shows that both cognitive and socio-emotional skills are demanded by employers and favorably affect a range of outcomes, including educational attainment and employment outcomes. Through original empirical research investigating the role of cognitive and socio-emotional skills in shaping adults’ labor market outcomes in Bolivia, Colombia, El Salvador, and Peru, supplemented by similar studies in other Latin American countries, this review confirms that cognitive skills matter for reaping labor market gains in terms of higher wages and formal jobs in Latin America; but so do socio-emotional skills. Moreover, socio-emotional skills seem to particularly influence labor force participation and tertiary education attendance as a platform to build knowledge. The study also presents a policy framework for skills development by: (i) providing insights by developmental psychologists about when people are neuro-biologically, socio-emotionally, and situationally ready to develop socio-emotional skills, and (ii) suggesting new directions in cognitive development.

Serge Moscovici It has recently become commonplace to say that science and its history are one. Nonetheless, in practice things have not changed much. We still behave as ifthe two were not really connected. Or else as if it were hard, not to say impossible, to link them in a single enquiry. In such circumstances the group we constitute and which has undertaken the task of studying the history of social psychology while refor mulating its theories represents an experiment. Whether the experiment succeeds or fails, the three aims we have set ourselves are precise: First, we wish to bring up to date the relation between certain topics of psycho logical research and their historical context. Second, we will include within the discussion itself and consider critically some authors and works that have become our classics due to their undiminished signifi cance and heuristic power. But, in this respect, we also consider that we should depart from the attitude of the physical sciences shared by so many psychologists that past acquisitions have nothing to offer as a basis for research. Only those scholars who have said their say and completed their task indulge in such medita tions; therefore work undertaken in this field is unimportant and even illicit. We, on the other hand, are convinced that social psychology is, after all, a social science and that a study based on orthodox theories is still eminently significant.

In this provocative monograph, Bertram Malle describes behavior explanations as having a dual nature—as being both cognitive and social acts—and proposes a comprehensive theoretical model that integrates the two aspects. When people try to understand puzzling human behavior, they construct behavior explanations, which are a fundamental tool of social cognition. But, Malle argues, behavior explanations exist not only in the mind; they are also overt verbal actions used for social purposes. When people explain their own behavior or the behavior of others, they are using the explanation to manage a social interaction—by offering clarification, trying to save face, or casting blame. Malle's account makes clear why these two aspects of behavior explanation exist and why they are closely linked; along the way, he illustrates the astonishingly sophisticated and subtle patterns of folk behavior explanations. Malle begins by reviewing traditional attribution theories and their simplified portrayal of behavior explanation. A more realistic portrayal, he argues, must be grounded in the nature, function, and origins of the folk theory of mind—the conceptual framework underlying people's grasp of human behavior and its connection to the mind. Malle then presents a theory of behavior explanations, focusing first on their conceptual structure and then on their psychological construction. He applies this folk-conceptual theory to a number of questions, including the communicative functions of behavior explanations, and the differences in explanations given for self and others as well as for individuals and groups. Q: Why do organisms need cognition? A: To get information about their environments. Q: Why such information? A: Because organisms need to guide their behaviors to goals. Q: Why guidance? A: Because it leads to goal satisfaction. Q: Why goals? Cognition is a naturally selected response by genetic programs to the evolutionary pressure of guiding behaviors to goals. Organisms are material systems that maintain and replicate themselves by engaging their world in goal-directed ways. This is how guidance of behavior to goal grounds and explains cognition and the main forms in which it manages information. Guidance to goal also makes a difference to the understanding of human cognition. Simpler forms of cognition evolve to handle fixed informational transactions with the world, whereas human cognition evolves the abilities to script flexible goal situations that fit specific contexts of behavior. This teleoevolutionary approach has important implications for cognitive science, two of which are programmatic. One is that information that guides to goal is not exclusively cognitive; guidance is also affected by ecological facts and regularities as well as by design assumptions about them. The other implication is that the functional analyses dominant in cognitive science and philosophy of mind are incomplete and weak. They are incomplete in that they focus only on the explicitly encoded cognitive information and its behavioral consequences, thus ignoring the larger guidance arrangements; and weak because causal and functional relations implement but underdetermine goal-directed and goal-guided procesess. A work dealing expressly with the foundations of cognitive science, this book addresses basic but seldom-asked questions about the evolutionary rationale of cognition and the way this rationale has shaped the major types of cognition. It also provides a teleological answer to these basic questions in terms of goal directedness and particularly guidance of behavior to goal. In so doing, the work defends the scientific respectability and the explanatory necessity of teleology by showing that goal directedness characterizes the work of genetic programs.
