The U.S. military maintains a significant presence across the Arabian Peninsula but it must now confront a new and emerging dynamic as most Gulf Cooperation Council countries have begun to diversify their political, economic, and security partnerships with countries other than the United States—with many turning to ascending powers such as China, Russia, and India. For Gulf Arab monarchies, the choice of security partner is made more complicated by increased domestic and regional instability stemming in part from Iraq, Syria, and a menacing Iran: factors that threaten to alter totally the Middle East security dynamic. Understanding the dynamics of base politicization in a Gulf host nation—or any other—is therefore vitally important for the U.S. today. Gulf National Security and the U.S. Military examines both Gulf Arab national security and U.S. military basing relations with Gulf Arab monarchy hosts from the Second World War to the present day. Three in-depth country cases—Saudi Arabia, Bahrain, and Oman—help explain the important questions posed by the author regarding when and why a host nation either terminated a U.S. military basing presence or granted U.S. military basing access. The analysis of the cases offers a fresh perspective on how the United States has adapted to sometimes rapidly shifting Middle East security dynamics and factors that influence a host nation's preference for eviction or renegotiation, based on its perception of internal versus external threats.

The Supply Side of Security conceptualizes military alliances as contracts for exchanging goods and services. At the international level, the market for these contracts is shaped by how many countries can supply security. Tongfi Kim identifies the supply of policy concessions and military commitments as the main factors that explain the bargaining power of a state in a potential or existing alliance. Additionally, three variables of a state's domestic politics significantly affect its negotiating power: whether there is strong domestic opposition to the alliance, whether the state's leader is pro-alliance, and whether that leader is vulnerable. Kim then looks beyond existing alliance literature, which focuses on threats, to produce a deductive theory based on analysis of how the global power structure and domestic politics affect alliances. As China becomes stronger and the U.S. military budget shrinks, The Supply Side of Security shows that these countries should be understood not just as competing threats, but as competing security suppliers.

Revolution, reform, and resilience comprise the respective fortunes of modern Iran, Turkey, and Egypt. Although the countries all experienced coups with remarkably similar ambitions, each followed a very different trajectory. Iran became an absolutist monarchy that was overthrown from below, Turkey evolved into a limited democracy, and Egypt turned into a police state. In The Power Triangle, Hazem Kandil attributes the different outcomes to the power struggle between the political, military, and security institutions. Coups establish a division of labor, with one group of officers running government, another overseeing the military, and a third handling security. But their interests begin to vary as each group identifies with its own institution. Politicians wish to rule indefinitely; military officers prefer to return to barracks after implementing the needed reforms; and security men scramble to maintain the privileges they acquired in the post-coup emergency. Driven by conflicting agendas, these partners in domination struggle over regime control. Using comparative historical sociology, Kandil demonstrates how regimes are constantly shaped and reshaped through the recurrent clashes and shifting alliances between the team of rivals in this "power triangle." The Power Triangle's realist approach to regime change shows that a clear explanation of pivotal events in Iran, Turkey, and Egypt is impossible without a firm grasp of the power relations within each country's ruling bloc.

The Politics of Military Force examines the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.

At peak utilization, private security contractors (PSCs) constituted a larger occupying force in Iraq and Afghanistan than did U.S. troops. Yet, no book has so far assessed the impact of private security companies on military effectiveness. Filling that gap, Molly Dunigan reveals how the increasing tendency to outsource missions to PSCs has significant ramifications for both tactical and long-term strategic military effectiveness—and for the likelihood that the democracies that deploy PSCs will be victorious in warfare, both over the short- and long-term. She highlights some of the ongoing problems with deploying large numbers of private security contractors alongside the military, specifically identifying the deployment scenarios involving PSCs that are most likely to have either positive or negative implications for military effectiveness. She then provides detailed recommendations to alleviate these problems. Given the likelihood that the U.S. will continue to use PSCs in future contingencies, this book has real implications for the future of U.S. military and foreign policy.
