Where bought in quantities exceeding one ounce, and on all plants, bulbs, tools and sundries, add postage at parcel post rates. All small packages of seeds, bulbs and plants, weighing 8 ounces or less, can be sent at the special rate of one cent for each two ounces or frac tion to all parts of the United States; over 8 ounces zone rates apply.
