The Middle East economies and their respective capital markets are a unique combination of extremes—from the vibrant, trade-based United Arab Emirates and resource rich Kuwait and Qatar to ones that are currently experiencing challenging times, such as Iraq and Lebanon. This brief covers the history, current characteristics, and challenges and opportunities of 10 capital markets from the Middle East. Each chapter is written by local authors familiar with the corresponding market: Bahrain, Iran, Iraq, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia, and the United Arab Emirates.

First Published in 1997. Economic adjustment programs that combine macroeconomic stability and structural reforms are being implemented in several Arab countries. Policy-makers also are devoting more attention to improving the operation of domestic capital markets. To invest in this region now would be a far-sighted move by entering at a stage when the process is still under way. This book is one of very few readily available sources of reference on the region's stock and bond markets, presented in a concise and accessible form. It provides investors, policy-makers, analysts, bankers and other market participants with comprehensive information covering the top 10 Arab stock markets of Saudi Arabia, Egypt, Jordan, Kuwait, UAE, Bahrain, Oman, Lebanon, Morocco and Tunisia. For each market, a historical background is given together with structure, listing and trading procedures, performance trends, financial indicators, sectoral analysis and underlying strengths and weaknesses.

The book aims to unravel the potentials of Middle East financial markets, which are spread over a large and wealthy part of the world. These markets are gradually being opened for international investors seeking diversification and rewarding risk adjusted returns. However, opening up to international investors is a necessary but not a sufficient condition to attract institutional money needed to provide depth and professionalism to these markets. Without a cultural shift towards more transparency, better regulations and governance, and the availability of custody, clearance and equity research, up to international best practice, not much institutional money will be forthcoming to the region. Funding sources in the Middle East and North Africa Region are still predominantly channeled through the banking system, with equity and fixed income markets playing a marginal role. While the worlds financial markets show on average a balanced structure of bank assets, stock market capitalization and debt securities, the capital mix in the region is heavily skewed towards bank assets with a share of 58.8%, equities around 34% and debt securities (bonds and Sukuk) 7.2%. Stock markets of the UAE and Qatar have recently been upgraded to emerging market status, which together with Egypt are the only three Arab countries that have selected listed companies featuring in the Morgan Stanley Capital Index for Emerging Markets (MSCI EM). Saudi Arabia has opened its stock market to direct investment by foreign financial institutions in the second half of 2015. The opening of the Saudi stock market is a major positive development for the regions capital markets. The path ahead for MENA finance has become now clearer. The relative weight of commercial banks in the financial system will diminish gradually, and a wider range of financial services will be provided by deeper and increasingly more sophisticated debt and equity capital markets, in line with worldwide trends. Sharia compliant products, such as Sukuk, are expected to continue to grow at double-digit rate to meet the strong demand generated regionally and internationally.

The evolution of the global economy since the end of the Cold War poses special challenges to the Middle East and North Africa (MENA). Official development assistance has diminished, whereas private capital flows to developing countries have dramatically increased. Little of the new private capital goes to MENA. The region received only US $6.9 billion in 1996, barely more than its quota of official development assistance. Most of the MENA countries are now in need of infusions of external private capital yet seem to be at a major disadvantage in competition with other regions, notably East Asia, Europe, Central Asia and Latin America. Many reasons can be given for MENA's economic plight. Arguably, the region tends now to be at a disadvantage precisely because of its earlier affluence, relative to other regions of the developing world. However, other factors may also be at work. In this paper, political factors will be examined, using Tunisia as the case study. The paper suggests that political structures may be inhibiting economic growth and reform by constraining information flows and thereby deterring private investment. This paper attempts to specify relationships between flows of information and investment flows. Other facts may also inhibit investment flows, but the free flow of information is becoming a requisite in the globalizing economy for certain forms of foreign and local investment.

The Future of Domestic Capital Markets in Developing Countries addresses the challenges that countries face as they develop and strengthen capital markets. Based on input from the world's most prominent capital market experts and leading policymakers in developing countries, this volume represents the latest thinking in capital market development. It captures the views of a global gathering of experts, with perspectives from developing and developed countries, from all regions of the world, from the public and private sector. This volume should be of interest to senior financial sector policymakers from developed and developing countries in securities and exchange commissions, regulators, central banks, ministries of finance, and monetary authorities; private sector executives in stock exchanges, bond markets, venture capital markets, and investment funds; and researchers and academicians with an interest in capital market development in emerging markets. What are the key factors threatening the development and survival of stock exchanges in developing countries? What domestic strategies are needed to protect the future of local markets? Should exchanges consider linkages or alliances? Merging with, or buying up, other exchanges? Demutualization? The volume provides practical guidance on strategies such as nurturing issuers, improving rules and institutions, addressing regulatory challenges, and sequencing reforms. The contributors address a variety of country experiences, and suggest steps that policymakers and practitioners in emerging markets can take to promote an orderly transition toward efficient, well-regulated, and accessible capital markets. Contributors include Reena Aggarwal (Georgetown University), Alexander S. Berg (World Bank), Alan Cameron (Sydney Futures Exchange), Olivier Fremond (PSACG), Amar Gill (Credit Lyonnais Securities Asia), Gerd Hausler (IMF), Jack Glen (International Finance Corporation), Peter Blair Henry (Stanf

This paper highlights the major developments and structural changes in the Middle East and North Africa (MENA) markets. Noticeable growth was observed in these markets during the last decade. This is evidenced from the record growth rates in market capitalization, number of listed companies, value traded and shares traded in most of the MENA capital markets. Stock market boom was also observed, by the end of 2005, in many of the MENA countries. This was followed by a major correction (crash) in these MENA countries. To support the growth in capital markets and attract more local and foreign investors, MENA markets would need continue to incorporate changes to procedures, laws and the professional infrastructure within the financial market and better dissemination of information. Compliance with international and regional laws is also essential for a healthy development. The paper also examines the evidence underlying the notion that there is increased integration of MENA and developed country financial markets and that MENA market equities do not represent a separate asset class. We analyze the correlation structures among individual country equity markets and efficient frontiers over two sub periods. We also analyze the structure of the correlations among political risk indicators for a similar group of countries over similar time periods. The results of the study suggest that capital market integration has accelerated in recent years, both economically and politically, but only for three countries in the MENA region. We therefore conclude that the MENA market countries should continue to be viewed as separate asset class from developed countries. These markets seem to be highly segmented and provide great diversification potentials to global investors.

How do Middle East energy transitions fit into international energy markets? In this book, energy analysts, geopolitical experts and specialists of political economy examine the new energy potential in the Middle East. The particular focus surrounds how the region's access to finance, combined with the new global regulations and considerations of economic development, shape the region's energy transitions overall. The Middle East is revealed to be a key site of new energy production, sharing and transmission as well as technology innovation. At the same time, the authors examine the variables that determine the success in each country and energy source, including the advantages that hydrocarbon producers will have in renewables and transition fuels, and the risk that these might slow down the energy transition overall. In doing so, the book situates the energy transition in the Middle East in a broader context of economic development, financing models, and regulations, and explains how this context interacts with the development of new energy sources. Energy Transitions in the Middle East is an account of the challenges Middle Eastern states will face in navigating the global energy transition, as well as their key areas of opportunity.
