The agricultural sector in developing countries including those in South Asia, like Nepal, faces dual challenges of the persistent dominance of smallholder-based farming, and at the same time, rising labor costs due partly to growing non-farm sectors. The underlying factors that lead to the co-existence of these seemingly conflicting patterns are not yet clear. However, an important consequence is that inclusive agricultural transformation requires increased agricultural capital use like machines among these smallholders that remain in the agricultural sector. Studying the experiences in lowland Nepal (Terai zone) which has seen significant growth in tractor use since the mid-90s, despite the continuous decrease in average farm size, offers useful insights into what induce the adoptions of mechanization among smallholders who naturally lack the scope for exploiting the scale economies due to complementarity between machine and land. We test the hypotheses that high-yielding technologies, which potentially raise returns to more intensive farm power use, are important drivers of adoptions of agricultural mechanization among smallholders. We do so by using two-rounds of Agricultural Census data in Nepal, as well as Nepal Living Standard Survey (NLSS), and indicators of agroclimatic similarity with plant-breeding locations within Nepal.

This comprehensive publication is the first of its kind that focuses on the multidimensional status, challenges, opportunities and solutions of sustainable mountain agriculture development for Zero Hunger in Asia. This publication is building on the ‘International Workshop and Regional Expert Consultation on Mountain Agriculture Development and Food Security and Nutrition Governance’, held by FAO RAP and UIR in November 2018 Beijing, in collaboration with partners from national governments, national agriculture institutes, universities, international organizations and international research institutes. The publication provides analysis with evidence on how mountain agriculture could contribute to satisfying all four dimensions of food security, to transform food systems to be nutrition-sensitive, climate-resilient, economically-viable and locally adaptable. From this food system perspective, the priority should be given to focus on specialty mountain product identification (e.g. Future Smart Food), production, processing, marketing and consumption, which would effectively expose the potential of mountain agriculture to contribute to Zero Hunger and poverty reduction. This framework presents ten interrelated principles/elements to guide Sustainable Agricultural Mechanization in Africa (SAMA). Further, it presents the technical issues to be considered under SAMA and the options to be analysed at the country and sub regional levels. The ten key elements required in a framework for SAMA are as follows: The analysis in the framework calls for a specific approach, involving learning from other parts of the world where significant transformation of the agricultural mechanization sector has already occurred within a three-to-four decade time frame, and developing policies and programmes to realize Africa’s aspirations of Zero Hunger by 2025. This approach entails the identification and prioritization of relevant and interrelated elements to help countries develop strategies and practical development plans that create synergies in line with their agricultural transformation plans. Given the unique characteristics of each country and the diverse needs of Africa due to the ecological heterogeneity and the wide range of farm sizes, the framework avoids being prescriptive.

Download Agrifood market participation, household economies of specialization and diversification: Evidence from Vietnam Book in PDF, ePub and Kindle
Despite the growth of agrifood markets, and gradual structural transformation, smallholders persist in Asia. Such patterns are at odds with the views that market growth should encourage more specialization whereby smallholders’ transition to either larger farmers or specialized non-farm households. Using the panel household data in Vietnam, this study investigates how participation in agrifood markets affect smallholder households’ economies of scope (EOS) in diversifying into agriculture and non-agricultural income-earning activities. We find that, greater agrifood market participation proxied by the increased food purchase generally increases EOS between agriculture and non-agricultural activities at the household level. Moreover, it leads to greater labor productivity in agriculture, and also increases female household members’ diversifications into both agriculture and non-agricultural income-earning activities. These effects are relatively stronger and more consistent than conventional indicators of agrifood product sales or proximity to the market. The results shed more light on how exactly smallholders in Vietnam persist in the face of agrifood market growth, and what kind of their relations with such a growing market can be promoted in ways that enhance their livelihoods in the short- to medium- terms.
