Seventy percent of our planet is covered by water, and even in today's world of instant communication the global community is still heavily reliant on sea-based transport. The maritime domain has always been one of NATO's key strengths, but concerns about maritime security have taken on renewed importance in recent years, and NATO has been forced to re-examine some of its fundamental assumptions about the post Cold War security environment. This book shares some of the research, debates and findings from a NATO Advanced Research Workshop (ARW); Building Trust to Enhance Maritime Security, held in Geneva, Switzerland, in November 2014. The chapters in the book deal extensively with lessons learned by NATO from a wide range of policies, operations and situations. This maritime experience has been amassed from the Atlantic and Mediterranean to the Baltic and the Black Sea, and even into the Indian Ocean, as well as from the four decades spent defending NATO allies on the high seas during the Cold War. The single most profound lesson learned over the years has concerned the importance of efficient coordination. Structures and mechanisms have been created, not least in recent counter piracy operations, which enable a vast array of actors to work together in an efficient way, and which could prove invaluable in future efforts to counter terrorism and aggression worldwide. The safety of the maritime domain is essential to the freedom and security of all nations, and this book will be of interest to all those whose work involves maintaining that freedom and security.

The Mediterranean is a highly interconnected geopolitical space in which instability, conflict and insecurity have increased dramatically in the last few years. Today, Mediterranean security is even more central to the national interests of Italy, and therefore requires a continuous, systematic and in-depth reflection by the country’s elites and public opinion. The book aims to contribute to this reflection by addressing the issue with a comprehensive and pragmatic approach. The first chapter analyses the “arc of crisis” in the Arab world, linking current instability and conflicts to the socio-economic, religious, political and geopolitical dynamics. The second chapter focuses on the Mediterranean Sea – from the Italian perspective – in terms of trade between littoral states, maritime traffic, and the “blue economy.” The third chapter focuses on the energy-producing North African countries, the Mediterranean offshore fields and European energy policies in this region (with a view not only to energy security). The fourth chapter analyses the positions of NATO and its major member states with respect to Mediterranean security, with a specific focus on the Alliance’s maritime strategy. The fifth chapter discusses the recent EU Maritime Security Strategy relation with the Mediterranean. Finally, the sixth chapter looks at the “Euro-Mediterranean region” from the Italian perspective, a region that is the priority area for use of the military, including its naval component, as evidenced by the series of naval operations conducted in recent years to respond to the migration crisis.

The increasing conflict in the Eastern Mediterranean calls for a stronger U.S. Sixth Fleet, but Chief of Naval Operations, Admiral John Richardson, has stated there is no plan to bolster scarce U.S. naval resources in the region. This means the alliance must adapt by developing a new approach to its southern flank, increasing its presence, developing a European Maritime Security Strategy, and building ally and partner relations and regional security architectures. To deter aggression in the region, NATO also needs to boost the military power of its existing members. Greece is one example of a member nation that could increase its involvement, and thereby strengthen NATO's capabilities. Greece occupies a remarkable geopolitical position as a solid southeastern anchor to the NATO Alliance. The bases on Crete are particularly critical when looking at the instability in the Levant. NATO should work with Greece, the United States, and other allies to strengthen the bases and increase their utility to NATO and the European Union. Souda Bay located on the Greek island of Crete is a strategic logistics and maintenance point that supports both allied and U.S. ships and aircraft conducting operations in the Mediterranean Sea. American forces rely on the strategic location and support capabilities of Souda Bay to sustain U.S. forward presence and respond to crises in the Eastern Mediterranean. Souda Bay is one of the few locations capable of hosting a permanently based aircraft carrier in the Eastern Mediterranean along with destroyers and amphibious ships that would allow for quicker and cost effective responses in the Middle East, North Africa, and the Persian Gulf. Athens, Washington, and NATO should identify more synergies to work together and protect peace and commerce in the Mediterranean Sea.
