Haciéndonos cargo de la inmediata necesidad de búsqueda de un "nuevo profesor", intentamos dar a luz en una parte relevante e innovadora en la actual reforma educativa: la competencia tecnológica del profesorado que posibilite el desarrollo de la "competencia digital y tratamiento de la información" en el alumno. Fruto de la novedad de los estándares utilizados (Estándares UNESCO de Competencias TIC del Docente, 2008) y la elaboración a partir de ellos de un instrumento de medida de las competencias y perfiles del profesorado de las etapas de educación primaria y secundaria de la Comunidad de Madrid, pretendimos aportar una visión clara de las necesidades de formación continua e inicial del docente en la actualidad. Pretendíamos ayudar en la elaboración de los nuevos planes de estudio de los títulos de grado de las facultades de educación en la formación inicial del docente, e incidir en un segundo término en la formación continua del profesorado que ya está trabajando en la actualidad en los centros. Así pues, el objetivo general de nuestro estudio es analizar el nivel de competencias de los profesores en relación a las Tecnologías de la Información y Comunicación con la finalidad de obtener un diagnóstico de las necesidades de los docentes para ofrecer unas líneas generales que ayuden a configurar los planes de formación futura necesarios. Para ello, se estudió la situación actual del profesorado de la Comunidad de Madrid en las Etapas de Primaria y Secundaria en relación a las competencias que disponen para afrontar la necesidad de dar respuesta al desarrollo de la competencia digital en sus alumnos, a través de la elaboración de un instrumento de recogida de información basado en los estándares UNESCO de competencias TIC para el docente, fundamentando teóricamente esta decisión a través de un estudio profundo de la literatura existente.

El proyecto "SINED-CLARISE para la educación a distancia" tuvo por objetivo el generar conocimiento en torno a modelos de enseñanza acordes con las necesidades de la educación a distancia y el enfoque de formación en competencias, a través de la creación de proyectos integrados en los que se conjuntaran los conocimientos y experiencias de investigadores y docentes especializados en dicha modalidad educativa. El movimiento educativo abierto constituyó el punto central del proyecto, conceptualizado este movimiento como las actividades educativas de acceso abierto que permite prácticas formativas que van desde el uso de recursos educativos abiertos (REA) disponibles en internet, la producción de materiales con licenciamiento abierto, la selección de REA a través de repositorios y conectores que actúan como infomediarios de los catálogos de REA, la diseminación de prácticas en entornos académicos, gubernamentales, institucionales, etc. y la movilización hacia las prácticas educativas.
