This Technical Manual (ARMY TM 5-620; NAVY NAVFAC MO-111; AIR FORCE AFP 91- 23) provides technical guidance for the maintenance and repair of buildings and structures at military installations. These standards should assist in the economical preservation of structures and insure their continuous and efficient use. This manual is not to be interpreted as superseding or negating requirements of other publications. The desirable maintenance standard is the level at which a facility can be economically maintained to protect the Government's investment and to provide a functional facility. Failure to maintain the facility at this level may result in expensive repair costs. Historically, military facilities were maintained thru direct appropriations and as a result, many buildings were permitted to fall into disrepair for lack of funds. Today, we are seeing new and creative ways to fund the replacement of building equipment that has reached the end of it's useful life. Using a combination of public/private partnerships, more and more facilities are being renovated using private capital thru budget-neutral contracts such as Energy Savings Performance Contracts (ESPC) and Utility Energy Services Contracts (UESC). These contracts finance these repairs by a private entity and the investment is repaid over a 10-year period from energy-related cost savings. Although intended as a vehicle to fund energy-savings initiatives, these contracts allow replacement of big-ticket items such as chillers, boilers, electrical transformers, water heaters, cooling towers, etc. One of the companies leading this trend is WGL Services and they have funded equipment replacement contracts for million dollars.
