Excerpt from Mail Delivery Service Nationwide: Hearing Before the Subcommittee on Postal Operations and Services of the Committee on Post Office and Civil Service, House of Representatives, One Hundred Third Congress, Second Session, August 4, 1994 The subcommittee met, pursuant to call, at 1:08 p.m., in room 311, Cannon House Office Building, Hon. Barbara-Rose Collins (chair of the subcommittee) presiding. Members present: Representatives Collins, Bishop, Watt, and Gilman. Members also present: Representatives Schroeder, McCloskey, Ackerman, Wynn, Myers, and Morella. Miss Collins. Good afternoon. The Subcommittee on Postal Operations and Services is now in session. I would like to welcome all of you to this hearing of the Subcommittee on Postal Operations and Services. Nationwide delivery of mail by the U.S. Postal Service has caused me and indeed the entire country grave concern. Even though the recent emphasis has been on the problems of mail delivery service in the Washington, DC, metropolitan area, serious mail delivery service continues to surface in various other parts of this country, places such as St. Louis, Mo, the New York City area, of course, Chicago, IL, some North Carolina and Georgia areas, and for a time, even my hometown, Detroit, MI, area, which I represent, just to name a few. Unfortunately, in some cases where there were successive delays in mail delivery service, it appears that the delays there were with the full knowledge and even the consent of the postal management. The loss or delay of mail can result in extreme hardships and inconveniences for many individuals. The lives of the poor and elderly in this country can be adversely affected by undelivered or delays in mail service. As chair of the Subcommittee on Postal Operations and Services, I am sensitive to the fact that mail volume is increasing. The Postal Service processed 171 billion pieces of mail in fiscal year 1993, representing a overall increase of 2.9 percent over the previous year. However, the Postal Service must be sensitive to the fact that in an attempt to meet the challenge of volume increases, postal workers should not have to hide nor destroy mail in order to meet processing quotas set by management, especially in view of the recent reduction in the experienced postal work force. When Postmaster General Creswell penned his concern about the impact 2 of electronic diversion on his postal organization, the year was 1872. General Creswell, it turned out, fretted unnecessarily. Facsimile did not achieve commercial viability until roughly a century after his tenure as Postmaster General and today that technology is fading rapidly from the communication scene. Moreover, it never appears to have significantly affected physical letter volumes. However, if General Creswell were leading a major postal organization today, he likely would feel threatened by the potential of Internet communication to cause electronic diversion of physical mail. Should recent technology developments cause the oft-predicted (but so far incorrect) inflection point that would mark the beginning of declining mail volumes. the implications from a management standpoint will be profound. The relatively fixed nature of postal costs suggest that volume declines must be offset though improved productivity, reduced cost of inputs, revenue from new products that share common costs, or reduced level of universal service.
