The National Forum on Implementation Strategies of Long-term Management of Dredged Material was held in Baltimore, MD, on 28-31 January 1991. It was sponsored by the US Army Corps of Engineers as part of the Environmental Effects of Dredging Programs of the US Army Engineer Waterways Experiment Station, Vicksburg, MS. The meeting was attended by approximately 170 representatives of Federal, state, and local governmental agencies, port authorities, environmental groups, private consultants, and concerned citizen groups. The objectives of the Forum were to exchange information, views, experiences, and lessons learned concerning long-term management strategy (LTMS), and to identify innovative procedures and tools and any impediments to implementing LTMS plans. There were a number of panel presentations on a variety of pertinent issues, five illustrative case studies, and eight poster presentations. The Forum was deemed highly successful in that all sectors of representation (Federal state, public, and private) supported LTMS as a potentially valuable process to focus proper attention on dredged material management problems and, hopefully, to facilitate the implementation of long- range management solutions. This report has been prepared to transfer the results of the Forum and to provide USACE's assessment of LTMS as the process relates to the national navigation dredging program.
