Excerpt from London Government, and How to Reform It Since the autumn of 1880, when this Paper was written, the question of London Government has assumed an immediate importance not then contem plated; and the contest as to the necessity for reform has been displaced by arguments as to the shape such reform ought to take. The principle of a representative municipal. Authority finally controlling all expenditure and all administration, will be found fully discussed in the following pages. This principle has now been confirmed and accepted, both by the Government and by the inhabitants of London. Excerpt from London Government: The Local Government Act, 1888, in Its Application to London It may be in the remembrance of those who have followed this subject for many years, that Mr. J. F. B. Firth, then (1880) Member for Chelsea, published a scheme having for its object the extinction of every existing Local Governing body, and the erection of one sole municipality for the whole of London. A league, called the Metropolitan Government Reform League, was established to advocate this plan. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Municipal London, or London Government as It Is, and London Under a Municipal Council To the second part of the work are prefixed three chapters, containing a history of attempted Municipal Reform, and a discussion of the various schemes that have been proposed. These chapters will serve a useful purpose in illustrating the different methods by which the interested City Corporation has succeeded in shelving the ques tion, and they will enable future Municipal Re formers to steer clear of the rocks on which former measures have been wrecked. A system whereby the whole Metropolis may be governed by a Supreme Representative Council, is elaborated in the later chapters of the book. For this part of the work the Author claims only such credit as may be due to practical suggestions, based upon well-considered principles of Municipal Government. Excerpt from London Government Under the Local Government Act, 1888 It will not merely absorb the functions of county authorities, but will succeed to all the powers, duties, and liabilities of the Metropolitan Board of Works. That board came into existence on January 1, 1856, and it will pass away on April 1, 1889, having had a life of thirty-three years and three months. During that period it has exercised an enormous influence upon the municipal aflairs of London. It has constructed a main drainage system at a cost of more than six millions and a half: embanked the Thames: freed most of the bridges from toll: constructed vast arteries of street communication: established and maintained a metropolitan fire brigade: provided and maintained 2603 acres of parks and open spaces free to the public for ever: exercised a controlling jurisdiction over the half-million buildings of London cleared vast insanitary areas: and in many other ways discharged under more than 120 Acts of Parliament important municipal functions in London. The transfer by a single clause in an Act of Parliament of the powers, duties, and liabilities of an Authority of this kind to a directly elected municipality, is an operation the boldness of which is not less striking than its magnitude.
