Excerpt from Library Record of Australasia, Vol. 1 University library. - During the past five years great improve ments, which have been brought about to a large extent by the liberality of Mr. R. Barr Smith, have been effected in this library. Large and valuable purchases of books have recently been made, and Mr. R. J. M. Clucas, who was appointed librarian last year, is applying himself with zeal to the work of classifying and cataloguing the collection. The professors and students no doubt recognise that the system which has been introduced into the library lately is to their advantage, even if it now be necessary to go through certain formalities before a volume may be removed from the library. The additions to the library have been made with such rapidity that new presses capable of accommodating about 7000 volumes have been found necessary. These have now been filled, but their introduction into the library so seriously obstructed the light in several parts that the coloured windows have had to give place to plate-glass ones. The library is certainly better lighted thereby, but an architect would, perhaps, regard the change as an undesirable one. Efforts are being made to avoid duplicating works which are in the Public Library as far as possible. The general public have not access to the University Library, but a bonr'i fide student in any branch of science or literature, who may wish to refer to books which are not in the Public Library, but are in the University Library, will find that he may rely upon the sympathy and help of the University authorities. By the appointment of the council, the enactment of new laws and ordinances was first placed on a constitutional basis, and at the same time the governor was relieved of a large part of his personal responsibility. Excerpt from Historical Records of Australia, Vol. 14: Series I, Governors' Despatches to and From England; March 1828-May 1829 On the oth of January, E. S. Hall was called upon to receive judgment-from Mr. Justice Dowling for his conviction in the previous September for the criminal libel on the Reverend T. H. Scott. As Scott did not press for a severe penalty, Hall was sentenced to pay a fine of twenty shillings, to enter into a personal recognizance of 500 to be of good behaviour for twelve months, and to be lodged in gaol until the fine was paid and the recognizance completed. In the issue of the M onitor newspaper published after this judgment, Hall announced by advertisement that he was prepared to sell the paper or a half share in the busi ness, stating that it was impossible for him to bear the expenditure involved in legitimate criticism. He rose from service before the mast by individual merit, and practically possessed no influence in high quarters until he attracted the attention and obtained the patronage of Lord Howe in the middle seventies. Excerpt from Historical Records of Australia, 1788-1796, Vol. 1: Series I, Governors' Despatches to and From England The first series containing the despatches of the Governors will form the papers from which the backbone of history will be made. Until the introduction of responsible governments, the Governors being in charge of Crown colonies transmitted full and detailed reports on all matters of major or minor importance to the authorities in England. The early Governors all forwarded general despatches giving detailed reports on many subjects, but about the end of the first quarter of the nineteenth century the practice was adopted of confining each despatch to a separate subject. Duplicates and triplicates of all public despatches were forwarded, and these were made in long-hand either by the Governor himself, by his secretary, or by a convict clerk. In the writing of these, many minor variations occurred in the text and even in the dates, and where these are of importance attention will be drawn to them. Many of the despatches were accompanied by enclosures. Prior to the administration of Governor King, a register of these enclosures was not kept; and when they were received, some of the enclosures were not filed with the despatches, and it is now impossible to tell in some cases which were the enclosures, for instance, Lord Grenville's despatch, dated 19th February, 1791, was accompanied by twenty-two enclosures, of which only seven can be defined. I have to acknowledge my great indebtedness to Professor G. Arnold Wood for reading my proofs and for many valuable suggestions made thereon, which have been incorporated.
