Download Lao Mass Media in a Time of Reform Book in PDF, ePub and Kindle
As in other countries, the Lao mass media is closely associated with the history of the country. It battled for the country's re-unification and illustrates historical events in different periods, showing how people's lives have developed in the struggle for a better future. During the period 1975-2000, there were two changes in Laos. In 1975 the Lao People's Democratic Republic was established and in 1986 the Lao government adopted a policy of reform called the New Economic Mechanism (NEM) (Ministry of Agriculture and Forestry. Lao. 1996). This thesis analyses the mass media during the 25 years (1975-2000) in two periods: 1975-1985, when a centralized planning economy was employed and 1986-2000 when the country moved from centralised planning to a market-oriented economy. It describes changes in the structure of institutions in the context of internal political shifts and takes into account global, technological and economic changes which are commonly referred to as 'globalisation.' The study seeks to demonstrate how media institutions and their relationship to the Government have changed in the time of reform. There is also focus on changes of readers, audiences and media content, and possible future changes in the Lao media are also discussed.

Download Media Fortunes, Changing Times Book in PDF, ePub and Kindle
This book examines how media have brought about or paced dramatic political events in Southeast Asia over the last two decades. It highlights a situation where media dynamics are no longer a simple formula of state control versus media resistance. The state can propel its own media-liberalizing programme; civil society can be an enemy of press freedom; market forces and cultural mindsets are sometimes more potent agents of change than state-appointed media custodians. Practitioners, scholars and activists have come together in this volume to provide a diversity of narratives on subjects as varied as powerful politicians and marginalized transsexuals.

Download The Political Economy of Educational Reforms and Capacity Development in Southeast Asia Book in PDF, ePub and Kindle
Yasushi Hirosato and Yuto Kitamura Developing countries, including Southeast Asian countries, face an enormous challenge in ensuring equitable access to quality education in the context of deepening globalization and increasing international competition. They must simultaneously meet the goals of Education for All (EFA) at the basic education level and of developing a more sophisticated workforce required by the knowledge-based economy at the post-basic, especially tertiary, education level. To meet this challenge, developing countries need to reform/renovate their education systems and service deliveries as an integral part of national development. However, most of them have not yet fully developed the individual, institutional, and system capacities in undertaking necessary education reforms, especially under decentralization and privatization requiring new roles at various (central and local, or public and private) levels of administration and stakeholders. Provided that an ultimate vision of educational development and cooperation in the twenty-first century would be to develop indigenous capacity in engineering education reforms, this book analyzes the overall education reform context and capacity, including the status of sector program support using the sector-wide approach (SWAp)/program-based approach (PBA) in developing countries. We also address how different stakeholders have been interacting in order to promote equitable access to quality education, particularly from the perspectives of capacity development under the system of decentralization.

Download New Frontiers of Land Control Book in PDF, ePub and Kindle
Questions about land control have invigorated thinkers in agrarian studies and economic history since the nineteenth century. ‘Exclusion’, ‘alienation’, ‘expropriation’, ‘dispossession’, and ‘violence’ animate histories of land use, property rights, and territories. More recently, agrarian environments have been transformed by processes of de-agrarianization, urbanization, migration, and new forms of primitive accumulation. Even the classic agrarian question of how the social relations of agriculture will be influenced by capitalism has been reformulated at critical historical moments, reviving or producing new debates around the importance of land control. The authors in this volume focus on new frontiers of land control and their active creation. These frontiers are sites where established power relationships are challenged by new enclosures and property regimes, producing new social and environmental dynamics in their stead. Contributors examine labor and production processes engaged by new configurations of actors, new agrarian and environmental subjects and the networks connecting them, and new legal and violent means of challenging established or imminent land controls. Overall we find that land control still matters, though in changed degrees and manners. Land control will continue to inspire struggles for a long time. This book was originally published as a special issue of the Journal of Peasant Studies.

Download A Grammar of Lao Book in PDF, ePub and Kindle
Lao is the national language of Laos, and is also spoken widely in Thailand and Cambodia. It is a tone language of the Tai-Kadai family (Southwestern Tai branch). Lao is an extreme example of the isolating, analytic language type. This book is the most comprehensive grammatical description of Lao to date. It describes and analyses the important structures of the language, including classifiers, sentence-final particles, and serial verb constructions. Special attention is paid to grammatical topics from a semantic, pragmatic, and typological perspective.
