This protocol narrative outlines the rationale, sampling design and methods for monitoring landbirds in the North Coast and Cascades Network (NCCN) during the breeding season. The NCCN, one of 32 networks of parks in the National Park System, comprises seven national park units in the Pacific Northwest, including three large, mountainous, natural area parks (Mount Rainier [MORA] and Olympic [OLYM] National Parks, North Cascades National Park Service Complex [NOCA]), and four small historic cultural parks (Ebey's Landing National Historical Reserve [EBLA], Lewis and Clark National Historical Park [LEWI], Fort Vancouver National Historical Park [FOVA], and San Juan Island National Historical Park [SAJH]). The protocol reflects decisions made by the NCCN avian monitoring group, which includes NPS representatives from each of the large parks in the Network as well as personnel from the U.S. Geological Survey Forest and Rangeland Ecosystem Science Center (USGS-FRESC) Olympic Field Station, and The Institute for Bird Populations, at meetings held between 2000 (Siegel and Kuntz, 2000) and 2005. The protocol narrative describes the monitoring program in relatively broad terms, and its structure and content adhere to the outline and recommendations developed by Oakley and others (2003) and adopted by NPS. Finer details of the methodology are addressed in a set of standard operating procedures (SOPs) that accompany the protocol narrative. We also provide appendixes containing additional supporting materials that do not clearly belong in either the protocol narrative or the standard operating procedures.

In 2009 we completed the third year of full implementation for the landbird monitoring project in the North Coast Cascades Network (NCCN). The NCCN landbird monitoring protocol requires annual survey effort consisting of an annual panel (34 transects distributed among Mount Rainier National Park [MORA], North Cascades National Park Service Complex [NOCA], and Olympic National Park [OLYM]) plus one of five alternating panels (an additional 34 transects distributed throughout MORA, NOCA, and OLYM) and the completion of a grid of survey points at either of the smaller parks-San Juan Island National Historical Park (SAJH) or Lewis and Clark National Historical Park (LEWI). SAJH and LEWI are to be surveyed in alternating years. In 2009 we surveyed the annual panel and the third alternating panel in the large parks, along with the point grid in San Juan Island National Historical Park.

In 2007 we fully implemented the landbird monitoring program in the North Coast and Cascades Network (NCCN) for the first time. The NCCN landbird monitoring protocol requires annual survey effort consisting of an annual panel (34 transects) plus one of five alternating panels (an additional 34 transects) in the large parks-Mount Rainier National Park (MORA), North Cascades National Park Service Complex (NOCA), or Olympic National Park (OLYM)-and the completion of a grid of survey points at either of the smaller parks-San Juan Island National Historical Park (SAJH) or Lewis and Clark National Historical Park (LEWI)-which are surveyed in alternating years. We previously surveyed the annual panel of transects in 2005 and 2006, during pilot field seasons devoted to protocol development and testing.

2008 was the second year of full implementation for the landbird monitoring program in the North Coast Cascades Network (NCCN). The NCCN landbird monitoring protocol requires annual survey effort consisting of an annual panel (34 transects) plus one of five alternating panels (an additional 34 transects) in the large parks-Mount Rainier National Park (MORA), North Cascades National Park Service Complex (NOCA), or Olympic National Park (OLYM)- and the completion of a grid of survey points at either of the smaller parks-San Juan Island National Historical Park (SAJH) or Lewis and Clark National Historical Park (LEWI)-which are surveyed in alternating years. In 2008 we surveyed the annual panel along with the second rotating panel in the large parks, along with the point grid in Lewis and Clark National Historical Park.

In 2006 we conducted our second and final pilot field season to field-test and refine our Draft North Coast and Cascades Network Landbird Monitoring Protocol. The protocol requires annual survey effort consisting of an annual panel (34 transects) plus an alternating panel (another 34 transects) in the large parks-Mount Rainier National Park (MORA), North Cascades National Park Service Complex (NOCA), or Olympic National Park (OLYM) -and the completion of a grid of survey points at either of the smaller parks-San Juan Island National Historical Park (SAJH) or Lewis and Clark National Historical Park (LEWI)-which will be surveyed in alternating years. However, for this pilot year we reduced the effort and surveyed only the annual panel of transects in the large parks as well as the full survey grid at LEWI. Comprehensive results from the LEWI surveys are provided in a separate report (Siegel et al. 2009b). In the three large parks, we completed surveys at 446 point count stations arrayed along 33 transects-one intended transect went unsurveyed because heavy snowpack prevented access to it. Nevertheless, we were generally pleased with the ability of our surveyors to relocate point count stations established during our 2005 pilot field season (Siegel et al. 2006a).

In 2011, the North Coast and Cascades Network (NCCN) Landbird Monitoring Project continued to follow the comprehensive, field-tested protocol, with two years of annual-panel data collected during the protocol development phase (2005 and 2006), and five years of full project implementation (2007, 2008, 2009, 2010, and 2011) including data collection on the annual panel as well as all of the five alternating panels. In 2011 we conducted 771 point counts at point count survey stations located along 57 transects in the NCCN, including Mount Rainier National Park (MORA), North Cascades National Park Complex (NOCA), and Olympic National Park (OLYM). We faced a challenging year due to extremely late-lingering snow as well as some unexpected communication problems with the crew. We missed more transects than usual at MORA, the direct result of snow but exacerbated by logistics-related problems. We are implementing some procedural changes in 2012 to avoid similar problems in the future.

In 2010 we conducted 845 point counts at point count survey stations located along 65 transects in the three large parks of the North Coast and Cascades Network, including Mount Rainier National Park (MORA), North Cascades National Park Service Complex (NOCA), and Olympic National Park (OLYM). Three of the 68 intended transects could not be surveyed due to late lingering snowpack at two high elevation survey areas and at one area because of a permanent closure of the trail.

This protocol narrative outlines the rationale, sampling design, and methods for monitoring landbirds in the Klamath Inventory and Monitoring Network (KLMN or the Network) of the National Park Service (NPS). It has been prepared in accordance with NPS guidance and standards (Oakley et al. 2003, Mohren 2007, and Sarr et al. 2007). The KLMN includes Crater Lake National Park (CRLA), Lassen Volcanic National Park (LAVO), Lava Beds National Monument (LABE), Oregon Caves National Monument (ORCA), Redwood National and State Parks (RNSP), and Whiskeytown National Recreation Area (WHIS), hereafter known collectively as the parks. The parks, located in southern Oregon and northern California, extend across a broad range of topography, elevation, and corresponding climate and vegetation. This region is recognized for its rich biodiversity, which is represented by a diverse bird fauna (Trail et al. 1997, DellaSala et al. 1999).

This protocol has been developed for long-term monitoring of forest breeding bird populations within the National Park Service (NPS) Northeast Temperate Network (NETN) as part of the Inventory & Monitoring Program (IM). NETN consists of 13 parks, including the Appalachian National Scenic Trail (APPA). Excluding APPA, the parks total approximately 18,500 ha, with diverse cultural and natural resources. They range in size from just 4 ha at Saugus Iron Works National Historic Site (SAIR), located near densely populated Boston, Massachusetts, to over 15,800 ha at Maine's Acadia National Park (ACAD).
