The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

TRB has released the third edition of Commuting in America. The report was prepared by author Alan E. Pisarski under a joint project of the National Cooperative Highway Research Program (NCHRP) and the Transit Cooperative Research Program (TCRP). Commuting in America III is one of the most comprehensive documents of its kind. Based on the latest census information available, it contains 155 figures, 79 tables, and some 100 "factlets" that tell the story of America's commuting trends and patterns over the last ten years. This publication will be a valuable reference for the transportation community--practitioners, researchers, and decision makers--who wish to understand how individual behavior and public policies have affected, and will continue to affect, commuting patterns. A press release and factsheets on information contained in Commuting in America III is also available.

Do regional approaches to affordable housing actually result in housing production and, if so, how? Regional Approaches to Affordable Housing answers these critical questions and more. Evaluating 23 programs across the nation, the report begins by tracing the history of regional housing planning in the U.S. and defining contemporary big picture issues on housing affordability. It examines fair-share regional housing planning in three states and one metropolitan area, and follows with an appraisal of regional housing trust funds--a new phenomenon. Also assessed are an incentive program in the Twin Cities region and affordable housing appeals statutes in Massachusetts, Rhode Island, and Connecticut. The study looks at recent private-sector initiatives to promote affordable housing production in the San Francisco Bay area and Chicago. A concluding chapter proposes a set of best and second-best practices. Supplementing the report are appendices containing an extensive annotated bibliography, a research note on housing need forecasting and fair-share allocation formulas, a complete list of state enabling legislation authorizing local housing planning, and two model state acts.

Lake and Reservoir Restoration deals with the eutrophication process and the methods to protect, restore, and manage lakes and reservoirs. The most common in-lake techniques or procedures, plus nutrient diversion, are reviewed with regard to their scientific basis, methods of application, known effectiveness, feasibility, drawbacks, and costs. Areas for further research and development are also highlighted. This book is comprised of 16 chapters organized into four sections. After an introduction to the theory of the problem and the restoration technique, the discussion turns to the various restoration methods such as those used for physical and chemical control of nutrients. Diversion and advanced waste treatment, hypolimnetic withdrawal, and dilution and flushing are considered along with phosphorus precipitation and inactivation, sediment oxidation, sediment removal, and hypolimnetic aeration. Case studies and success stories are presented and the costs and potential negative impacts of the methods are examined. The following chapters focus on methods to control plant biomass, including artificial circulation, water-level drawdown, harvesting, biological control, and surface and sediment covers. A chapter on liming acidified lakes concludes this text. This monograph will be useful to professional limnologists and engineers, on-site lake or reservoir managers, and those who are interested in learning about the problems and management of lakes and reservoirs.
