The proposed Lake Darling flood control project (authorized by the 1982 Energy and Water Development Act) consists of an approximately 4-foot raise of Lake Darling plus associated upstream and downstream flood control measures, including those at Velva, North Dakota. This programmatic EIS covers all project features. In addition, a site-specific EIS for the Velva portion of the project follows this programmatic EIS. A site-specific EIS for the Lake Darling features will be released later.

Download Flood Control Burlington Dam, Souris River, North Dakota. Final Environment Impact Statement Book in PDF, ePub and Kindle
The proposed plan includes a dam near Burlington, North Dakota, on the Souris River; a raise of Lake Darling Dam; a diversion tunnel to carry flood flows on the Des Lacs River to the Souris River above Burlington Dam; and downstream channel works consisting of levee improvements in developed subdivsion areas between Burlington and Monot, North Dakota; channel modifications through and below Minot and levee improvements at the communities of Sawyer, North Dakota, and Velva, North Dakota. This world provide protection for occupants of the Minot area floodplain of the Souris River floodplain downstream from Minot. Upstream from the reservoir and above Lake Darling Dam, terrestrial vegetation, such as grasslands, wetlands, and bottomland hardwoods would be significantly affected by periods of flood water storage.
