Resumen: La transparencia administrativa es un valor procedimental preferente y necesario para la existencia de una sociedad democrática avanzada y de una opinión pública libre. Es también una exigencia no solo del pensamiento liberal que desconfía tradicionalmente del Estado y ve la transparencia como un límite al poder público y un instrumento de control sino también de los nuevos movimientos sociales que demandan una democracia real más participativa y un empoderamiento de los ciudadanos. Existen sólidos fundamentos constitucionales para exigir el acceso a información pública. Sin embargo, hasta la aprobación de la Ley 19/2013, de 9 de diciembre, la normativa administrativa de nuestro país no facilitaba a los ciudadanos el ejercicio del derecho de acceso a la información pública ni obligaba a la Administración Pública a publicar una amplia información de oficio. La práctica administrativa reiterada, agravada por la ausencia de un claro impulso jurisdiccional en este ámbito y la progresiva excepcionalidad de nuestro país en materia de acceso a la información que se hizo especialmente patente a raíz de la aprobación el 27 de noviembre de 2008 por el Consejo de Europa del Convenio sobre el Acceso a los Documentos Públicos ha ido creando progresivamente una mentalidad pro-acceso.

Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach
